The consensus is that: ° Mr. Grill was directed to - take care of his stormwater discharge in a suitable manner. The City did not provide specific direction nor approval of the system installed. ° The City has a "prescriptive easement" for the existing 18" storm drain. This is established by the fact of its being for many years and far in access of the number of years required for a prescriptive easement. Such is common in most municipalities. ° If it is desired by Shannon Point to relocate a portion of the storm sewer, the City is willing to consider any alternative which maintains the integrity of the system while complying with good construction practice and storm water quality goals. Today the City does not see the costs of such work benefiting the citizens at large and therefore would not perceive a need to financially participate. ° We believe that where and how the Grill storm water is conveyed across private property is a matter between the i two private parties. In response to Mr. Marmadukes assertion that I approved a tight line discharge of roof and sub drains from the Grill property directly onto the former Shannon Point parking area I respond as follows. 1. Mr. Grill was informed that he must discharge his drainage to an approved drainage system and that such system should be designed to eliminate any surcharge of the unstable bank area. 2. Mr. Grill indicated that there was no place to drain said water to. 3. I suggested to Mr. Grill that he contact Shannon Point Seafood's to see if something could be arranged that would allow him to cross their property to drain to the bay. 4. This department has not authorized any drainage onto adjoining properties in any situation. I hope this comment will aid you in preparing a response to Mr. Marmaduke. This is the formal request for the above. We are requesting your written review of these hydraulic calculations and layout, in lieu of Dan Harju's requirement for 4000 gpm fireflow and an additional hydrant at the east. We propose to intertie the new and existing line to provide sufficient capacity to meet this flow. In addition, we intend to meter the new line separately, in order to monitor process water separately from pier (boat) drinking water demand. I We are requesting your written approval of these revisions, and separation of the Phase II portion of the fireflow loop (Lovric's Seacraft), from Phase I of our project. We intend to provide complete plans and easements (pro forma in the case of Lovric's)for both Phase I and II, however, the plan sheets 5 through 7 will be marked "N.I.C." (not in contract). Copies of the plans will be made available to Tony Lovric, (with Phase I marked "N.I.C." and sheets 5 through 7 restored). It will be Lovric's responsibility to pursue completion of the loop on his property as part of any agreement he may have with the City. To do otherwise would put an unreasonable demand (and interminable delay) on Tom Durkan's project. We need to issue these plans for bid, and submit them for permitting, the second week in January. Lastly, we are requesting a modification of your letter of 12/16, allowing a pressure test to 175 psi for two hours. The static pressure at the site is only 87 psi, and maximum water hammer less than 175 psi. We feel Class 125 ductile iron pipe (rated 175 psi) is adequate for this system. I'm attaching a hardcopy of the proposed revision for your records. Both lines terminate on Shannon Point property and, naturally, an easement will be made available with the plan submittal for permitting. Re: Shannon Point - Lovric Waterline Extension ftat.i "FV I.pad➢888 Dear Mr. Marmaduke: The City has the following review comments and required changes to the above captioned project. The City has materials and construction standards for waterlines. Copies of the construction standards are included with this, letter for your use with the project plans and specifications. This review is based on the reduced and FAXED drawings which are not entirely legible. Therefore, we may have additional comments when we have the opportunity to study the full sized drawings. All new waterline in Anacortes is ductile iron pipe. All new waterline which is 6 inches in diameter and larger shall be encased in 8 mil polyethylene sleeves. This includes valves, fittings and hydrant barrels. All valves 6 inch and larger, shall be resilient wedge type gate valves. Details concerning service meter location and backflow protection on sprinkler lines can. be handled with the building plans. Water mains which are not in established streets or other rights-of-way require easements which provide the City with 24 hour a day, 365 days a year access for maintenance if said lines are to be City maintained. Please add valves on each side of the tee at the bottom of the hill. A combination air release/vacuum breaker valve is needed at the high point of the Lovric line. r Thrust block sizes shall be taken from the City construction standard for sizing thrust blocks for 300 psi. The pressure test in Anacortes is for two hours at 225 psi. The City shall take, transport and have the bacteriological test analysis performed at the contractor' s expense. 6 j ` Page 2 \� Bob Marmaduke December 16, 1993 The City will allow for an open cut of Oakes Avenue provided the following conditions are met. 1. The work within the driving lanes shall be laid out. ALL materials, fittings , connecting parts, labor and equipment are on hand to complete the work in not more than two days. 2. A minimum of two flaggers are required to move traffic through the construction zone. 3. The backfill is 1001 crushed above the bedding to at least a 4 inch thick hot asphalt patch. It is recognized that a temporary cold patch may be done depending on the schedule of the work. Use of one foot or more of lean concrete in the upper part of the trench below the asphalt is acceptable and encouraged. 4 . A preconstruction meeting attended by the Contractor and City is mandatory. The Engineer and Owner are welcome and encouraged to attend. The scale of drawings does not permit review of the proposed storm drainage. It shall follow Best Management Practices of D.O.E. and Puget Sound Water Quality Stormwater Manual. Project design review and inspection fees are applicable. A copy df the rate structure is included. Please provide the estimated construction cost for review. The final construction plans require approval for construction. They are approved with payment . of the Design Review Fee. The inspection fees are payable at or before the preconstruction conference. We now understand that anew 10 inch ductile iron pipe Class 50 waterline will be constructed from the existing 8 inch line in Oakes Avenue. The new line will be constructed in Dakota Avenue and the existing 6 inch asbestos cement line will be abandoned in place. The new 10 inch DIP shall be encased in 8 mil polyethylene sleeves including valves and fire hydrant barrels. We agree this approach will meet the fire flow requirements and is acceptable to the City. Other features of the system shall include a 10 X 10 X 8 inch tee with an 8 inch valve to provide for a future connection from the Lovric property. It is understood that the Lovric line will j not be constructed now. Backflow prevention is required an the dock waterline and building sprinkler system. A valve is required at the beginning of the waterline at Oakes Avenue and on the Shannon Point side of the Lovric tee as shown on the last submittal. The new waterline shall be pressure tested for 2 hours at 225 pounds per square inch and shall pass a bacteriological test following the procedures stated in my December 16, 1993 letter. Procedures for crossing Oakes Avenue also remain the same as do requirements for a preconstruction meeting. r i Page 2 Bob Marmaduke January 3, 1994 All issues concerning storm drainage continue to be fully applicable.
