Sunset#594 Bellingham, WA 98226 (206) 738-0854 FAX 738-4358 APEX Services an AquaTec of Washington Company February 2, 1994 Tom Durkan Shannon Point Seafoods RE: Shannon Point Facility Reconstruction- Seawall Retrofit Narrative Tom: This letter will serve to describe the historical development of the seawall repair program for the various permitting agencies and insurance underwriters: In September of 1991, APEX Services performed a visual inspection of the dock understructure for Shannon Point Seafoods to satisfy WA DNR regarding the dock condition. At that time, it was recommended that rip-rap be placed along the entire face of the seawall up to mean high tide level in order to support the seawall against wave action, undercutting and protect its face from deterioration. 4 In June of 1993, the Shannon Point facility, including the dock, was destroyed by fire. i In November of 1993, APEX Services performed (sub to WEDGE Engineers, Auburn) a structural inspection of the surviving (CMU block) freezer building and seawall structure. Their recommendation was to demolish the building and repair the seawall face. At the same time, Geo Engineers was contracted by the Owner to perform soils logging, in order to determine the feasibility of supporting a replacement processing building on piling. Geo's report showed the soils immediately behind the seawall to be poorly consolidated sand and silt backfill, unsuitable for pile support until reaching native soils at -15'. A subsequent site visit was made by APEX on January 6, 1994. Using a backbone to "pothole" behind the seawall, it was determined there was insufficient mass for the seawall to be considered stable as a gravity structure. A structural review of WEDGE's inspection report showed the seawall may be prevented from overturning by reinforcing bar ties between the freezer foundation and the top of seawall. APEX met with Geo Engineers to discuss the possibility of stabilizing the seawall using H-piling,cribbing and either rock or concrete backfill. WEDGE's recommendation was to use reinforced concrete backfill, in order to construct a replacement seawall as a new stable foundation structure. Following demolition of the freezer building, a large crack was noticed developing at the corner of the seawall, which substantiated that the seawall was tied back into the freezer foundation for stability. A site visit by APEX surveyor determined the NE survey monument (on the seawall) has moved outward somewhat less than one inch. WEDGE issued a stop-work recommendation on further demolition January 25th, and plans for the retrofit of the seawall were then completed on a fast-track basis. It is our recommendation that work to retrofit the seawall be completed with the utmost urgency, in order 4 to prevent possible se all overturning and collapse during the storms of February-March. The concrete structure shall be poured at low tide when the area is dewatered and shall be allowed a minimum curing time of two (2) hours prior to coming in contact with state waters. Wet concrete shall be prevented from entering waters of the state. Forms for any concrete structure shall be constructed to prevent leaching of wet concrete. Impervious materials shall be placed over any exposed concrete not lined with the forms that will come in contact with state waters. Forms and impervious materials shall remain in place until the concrete is cured. 7 . Use of heavy motorized equipment shall not be permitted on the beach. 8 . Installation of the H- ile supports and pre-cast concrete panels shall be accomplished from the landward side of the existing concrete bulkhead or from a barge. 9 . Under no circumstances shall the barge used for project construction be permitted to ground out on the beach. i 10. Bed material waterward of the bulkhead footing excavation shall not be utilized for project construction or fill. 11. Footing excavation for the new concrete bulkhead face shall be accomplished with hand tools only. 12 . Excavated materials shall not be stockpiled on the beach. 13 . All trenches depressions, or holes created in the intertidal area shall be backfilled prior to inundation by tidal waters. 14 . Project activities shall be conducted to minimize siltation of beach areas and bed materials. 15. If a fish kill occurs or fish are observed in distress, the project activity shall immediate) cease and WDF Habitat Flanagement Division shall be notified immediately. 16. Debris or deleterious material resulting from construction shall be removed from the beach area and project site and shall not be allowed to enter waters of the state. 17 . The applicant shall be required to replace the productive functions of the beach habitat that are lost due to the proposed repair of the existing concrete bulkhead. The applicant will be required to enhance 132 square feet of existing beach through placement of cobble materials 8 to 12 inches in diameter over loot of the enhanced area. The enhanced. area shall occur between the face of the new wharf structure and the 0. 00 tide elevation (MLLW = 0. 00) or between the -8.0 and -10.0 tide elevations (MLLW = 0. 00) Under no circumstances shall the cobble enhancement materials be placed between the 0. 00 and -8. 0 tide elevations for protection of eelgrass habitat. The cobble enhancement materials shall be placed within six (6) months following the construction of the pier and wharf structures. January, 1993 Page 13 SEA WALL Wedge Engineering performed an analysis of the stability of the sea wall assuming that the anchoring foundations were removed. The sea wall is unstable unless it has a sizable heel, is anchored, possesses a key, or is founded on piles. It is strongly recommended that the back of the wall be further examined to determine if any of these conditions exist. Without restraint, the wall may fail once the existing foundations have been removed. In fact, a new crack appears to have developed at the corner where the north facing wall meets the west facing wall. Demolition crews have recently removed the old foundation in this area. µ' The wall appears to be most sensitive to sliding at the base. The installation of a key would reduce the potential of this type of failure. In addition, the wall would require re-anchoring or additional mass to resist overturning forces. However, a design for repair of the sea wall is difficult without full knowledge of the original design intent and construction. Inadequate repair of the wall would lead to failure either during the vibration and loads from construction and pile driving or after construction which could seriously damage the new piles. Since the new construction does not appear to rely upon the existence of the sea wall, the option of removing the wall entirely should be considered. l UNUTATIONS The analyses, conclusions and recommendations contained in this report are based on site j conditions as they existed at the time of our investigation and further assume that the inspections are representative of the conditions of the Freezer Building and the Sea Wall. If different conditions are observed during construction, Wedge Engineering should be promptly notified for review and reconsideration of our recommendations. Wedge Engineering recommends that we be given the opportunity to review those portions of the plans and specifications which pertain to rehabilitation of the Freezer Building and Sea Wall to determine if they are consistent with our recommendations. This report was prepared for the exclusive use of the owner, architect, and engineer for evaluating the condition of the structures. It should be made available to prospective contractors for information on factual data only. Our investigation was performed using the degree of care and skill ordinarily exercised, under similar circumstances, by reputable engineers practicing in this or similar localities.
