PEMBERTON,DIRECTOR C , November 16 , 1993 APEX Services 1225 East Sunset No. 594 Bellingham, WA 98226 Attention: Mr. Bob Marmaduke Re: Shannon Point Facility Reconstruction - Fire Flow Gentlemen: I have been asked by Mr. Ed Frank, the City' s Building Official, to review and comment on your letter dated November 11, 1993 to Mr. Frank and Mr. Harju regarding fire flows to the proposed Shannon Point facility. Enclosed for your convenience is a copy of the City' s water extension policy which I think addresses the City' s position on participating in the costs of extending the proposed waterlines to loop through Shannon Point to Lovric ' s Marina and back to Oakes Avenue. With the exception of separately metered fire systems, all waterline extensions to the City' s water system become part of the distribution system. Our responsibility is to assure that those extensions are constructed to the City ' s standards and in accord with the adopted extension policies . The applicant is responsible to provide design engineering and construction and to bear all costs associated with the extension unless the system is oversized at the City' s request. When requested, the II City may elect to pay the difference between what is required by the developer and what is desired by the City. The responsibility for acquiring rights-of-way and/or easements for the utility extension is also the applicant's. Our ability to quickly process an application for utility extension and to issue permits for construction are directly related to the thoroughness of the plan preparation. Our turnaround is quite reasonable and I would not anticipate any particular problems with this proposal. We would be happy to provide you with our design standards and specifications upon request and will cooperate in your efforts to acquire, easements from abutting property owners to loop the system. I would suggest that you contact Mr. Anton Lovric and investigate the feasibility of working together to accomplish this project to the mutual benefit of both parties. I have had conversations with Mr. Lovric in the recent past regarding a and include for our reference a co project of this nature a y PY of a letter I wrote to Mr. Lovric on September 15th in this regard. To provide a hydrant at the waterfront would require the extension of an 8" ductile iron water line from the south side of Oakes Avenue at Florida Avenue, across Oakes, to the waterfront via your access road. (See attached sketch) Constructing an 8" 'line directly over the bank to your waterfront would be unacceptable to the City as it would be difficult to maintain once constructed. i Should you wish to pursue this matter, it will be necessary to complete the attached Utility Extension Application and return it to my office for processing. Once the application is approved by the City Council you would be required to engage the services of a professional engineer to design the water line extension and provide the City with plans and specifications for review and approval prior to construction. In addition to the enclosed application, you will also find a copy of the City's Fee Schedule for Engineering and Development Services. I've highlighted the fees that would be applicable for a project of this nature. As you consider this matter, I would like to suggest that it may be appropriate to contact adjacent property owners and determine if there is any interest in continuing a water line along the waterfront from your establishment easterly and connect to the existing 6" dine near Shannon Point Seafoods. This would allow for the placement of additional fire hydrants along the waterfront and would improve system reliability, and to some degree, increase available fire flows in the area.
