Please review and comment on the attached letter and plans from APEX Services regarding proposal for
city participation in upgrading of fire protection/water service to this facility. Where appropriate, please
communicate directly with Mr.Marmaduke with copy to the building department files. Other comments
should be sent to me for inclusion in a coordinated response.

I'm enclosing a proposed hydrant loop through Lovric's, and 1/8" scale preliminary floor plans for the
new building. We've discussed the site plan, and little will change beyond a new hydrant to the east. I
feel strongly we can improve fire access to the building to within 150' from any point and do without
sprinklers. Further, since the primary function of this facility is a freezer plant, processing and cold
storage, I believe a Type V-N, B-4 designation is justifiable, as long as we prohibit welding/carpentry
shops and limit combustible material storage to less than 2500 SF behind a 1-hour fire wall. After all,
the building itself is non-combustible construction and your fire response time is excellent to this area.
My calculations show that a 10" deadend would be required to meet your stated fireflow requirements
of 4500 gpm @ 20 psi at the west (existing) hydrant. There is no way to make the new east hydrant flow
better than 3550 @ 0 psi without pumping. However, it's not reasonable for Shannon Point to put in a
service line larger than the 8" trunk line serving it(on Oakes). Instead, I'm proposing to Tom that an 8"
loop through Lovric's is the best alternative. The system plan I've outlined would provide 4150 gpm @
20 psi at the west hydrant, and 3300 gpm @ 0 psi at the east hydrant after the loop is completed. Since
this system will become part of the City, you have the responsibility to fast-track easement preparation
and construction permitting. Further, in lieu of the property tax revenue captured by improving fire
service and sales revenue from the new facility, I'm proposing that the City allocate funding to provide
(2) 8" tee service connections, construction of (2) cut-and cover road crossings, (2) 8" gate valves
and (2) utility vaults by the City to the north side of Oakes.
Please review the proposed building floor plans in light of this discussion, and develop the required fire
flow you'll require as part of the permit, so I can finalize the hydraulic calculations. I'd appreciate it if
you and Ed would look at the area separations and suggest any revisions which might eliminate exorbitant
requirements for 4-hour fire walls, alarm telemetry systems and the like.
