Dear Bob:
Dan Har u has forwarded your letter to me for comment regarding the Shannon Point
facility re-construction.
Section 506 of the Uniform Building Code allows for area increases when open yards abut j
a building. When two such yards abut a building an increase of area of 1 1/4 percent for
each foot of yard exceeding 20 feet for the narrower of the two yards is allowed but may
not exceed a 50% increase. If three yards abut a building then an increase of 2.5% per
foot in excess of 20 feet is allowed using the narrowest yard. With three yards a
maximum increase 100%. The installation of automatic sprinkler systems, with certain
limitations, allow for further area increases. Reference Section 506(c) UBC.
A building design and calculated fire flow requirements will determine the amount of
water necessary for fire protection at the site. Upgrading of the current system has been
discussed and would be the responsibility of the proponent.
We appreciate your need to fast track the permit process. Recent projects have taught us
to be extremely cautious when fast tracking. It will be necessary for the proponent of any
fast track permit to be extremely detailed and timely with applications. Any omissions in
the plans submitted will cause delays due to the turn around time between our plan review
process and your response. Be sure to include with your submittals all civil design, soils
reports, structural and non-structural provisions of the code including special inspection
requirements along with plumbing and mechanical design and design calculations.
Structural design calculations will also be required for the structural portions of the
building. Include any documentation that will help our plan review people verify that
legitimate process has been followed to prepare the plans in conformance with applicable
codes. It will be your call as to whether a combined structure or two separate structures

will be appropriate. I have been advised by several people who are familiar with the
Washington Fire Rating Bureau that installation of a sprinkler system is cost effective and
will usually pay for the installation within 5 to 10 years by allowing for reduced insurance
rates. The allowable grades and turning radius are something that must be dealt with. I
would expect that grade adjustment will be required at the bottom of the hill to reduce the
severe drop off at the interior radius. The piping, hydrant system and fire flow required
for the project will depend on the fire loads and will be based on the requirements of the
Uniform Building Code, and NFPA where applicable.
The question as been presented regarding the structural elements of the existing CMU
freezer building. Per Section 104 of the Uniform Building Code we will request that the
CMU building be evaluated for seismic and wind forces. Necessary upgrades to the j
structural system shall completed to ensure that this building will have no adverse effect
on the new structure.
