INTERLOCAL COOPERATIVE AGREEMENT
BETWEEN
THE CITY OF ANACORTES
AND
SKAGIT COUNTY HOSPITAL DISTRICT No. 1
THIS AGREEMENT is made and entered into by and between the City of Anacortes
("City") and the Skagit County Hospital District No. 1, Washington ("District ") pursuant to
the authority granted by Chapter 39.34 RCW, Interlocal Cooperation Act.
1. PURPOSE
The purpose of this agreement is to provide the City with the authority to pay the District
revenues that comes from the Safe Routes to School Grant ("Grant") attached hereto and
incorporated herein by this reference. The City has been awarded the grant and under its
terms is responsible for administering the Grant. The District shall provide consulting and
coordinating support to satisfy the educational and encouragement sections of the Grant
estimated at $30,000. The District anticipates employing staff members to fulfill the
requirement of the Grant. For this expense, the District will bill the City for their work.
Then City then agrees to bill the Washington State Department of Transportation
("WSDOT") for the costs of those services.
2. RESPONSIBILITIES OF THE PARTIES
The Responsibilities of the parties to the agreement shall be as follows:

1. The City shall reimburse the District for their work as described in the Grant.
2. The City shall provide and submit all necessary billing and documentation required
under the Safe Routes to School Grant to WSDOT upon receipt of a request for
payment by the District.

B. The District
1. The District shall provide assistance with an education program that satisfies the
requirement under the Grant. See attached Exhibit A to this agreement.
2. The District shall promptly provide monthly billing for those costs incurred
providing assistance towards the education program required under the Grant.
3. TERM OF AGREEMENT: The term of this Agreement shall commence upon
execution through June 15, 2016.
4. MANNER OF FINANCING:
The funding authorized under the Grant is $30,000; therefore, the District shall not bill for
expenses exceeding $30,000.
5. ADMINISTRATION: The following individuals are designated as representatives of
the respective parties. The representatives shall be responsible for administration of this
Agreement and for coordinating and monitoring performance under this Agreement. In the
event such representatives are changed, the party making the change shall notify the
other party.
5.1 The City's representative shall be Eric Shjarback, City Engineer and Denise
Van Wyck, Administrative Assistant
5.2 The District's representative shall be Elizabeth McNett Crowl, Coordinator
Healthy Communities Outreach and Development
6. TREATMENT OF ASSETS AND PROPERTY: No fixed assets or personal or real
property will be jointly or cooperatively, acquired, held, used, or disposed of pursuant to
this Agreement.
7. INDEMNIFICATION: Each party agrees to be responsible and assume liability for
its own wrongful and/or negligent acts or omissions or those of their officials, officers,
agents, or employees to the fullest extent required by law, and further agrees to save,
indemnify, defend, and hold the other party harmless from any such liability. It is further
provided that no liability shall attach to either party by reason of entering into this contract
except as expressly provided herein.
8. TERMINATION: Any party hereto may terminate this Agreement upon thirty (30)
days notice in writing either personally delivered or mailed postage-prepaid by certified
mail, return receipt requested, to the party's last known address for the purposes of giving
notice under this paragraph. If this Agreement is so terminated, the parties shall be liable
only for performance rendered or costs incurred in accordance with the terms of this
Agreement prior to the effective date of termination.
9. CHANGES, MODIFICATIONS, AMENDMENTS, AND WAIVERS: The Agreement
may be changed, modified, amended or waived only by written agreement executed by the
parties hereto. Waiver or breach of any term or condition of this Agreement shall not be
considered a waiver of any prior or subsequent breach.

10. SEVERABILITY: In the event any term or condition of this Agreement or
application thereof to any person or circumstances is held invalid, such invalidity shall not
affect other terms, conditions, or applications of this Agreement which can be given effect
without the invalid term, condition, or application. To this end the terms and conditions of
this Agreement are declared severable.
11. ENTIRE AGREEMENT: This Agreement contains all the terms and conditions
agreed upon by the parties. All items incorporated herein by reference are attached. No
other understandings, oral or otherwise, regarding the subject matter of this Agreement
shall be deemed to exist or to bind any of the parties hereto.
12. OTHER PROVISIONS: IN WITNESS WHEREOF, the parties have executed this

The Anacortes Safe Routes to School (SRTS) committee will work alongside the
Anacortes School District to increase bicycling and walking at Anacortes Middle School
and Island View Elementary School through a two-year encouragement campaign.
Emphasis will be on bicycling to school and transportation, building and expanding on the
bicycle education curriculum provided to students in grades 5 through 8 and encouraging
increased bicycle trips.
EDUCATION
The Anacortes School District is currently implementing Bicycle and Pedestrian Education
as part of the Physical Education (PE) curriculum at elementary and middle schools. The
District will continue to provide pedestrian training including a classroom session and
walking field trips for practical experience to grades 1 through 4 students and provide a
Bike Pedestrian program for grades 5 through 8 students.
Anacortes SRTS is not proposing any additional education at the school level but will
focus on educating parents and community members who will be recruited to help with
encouragement activities. The District will partner with Healthy communities, and
Anacortes Bikes and Walks to conduct League of American bicyclists education programs
in the community targeted to parents, district staff and volunteers at no cost. Anacortes
Bikes and Walks is a community-based partnership of community members including the
City who are working to gain Bicycle Friendly Community status.

ENCOURAGEMENT
Anacortes SRTS will work with Anacortes School District, Healthy Communities and
Anacortes Bikes and Walks to plan, design, and implement bide riding encouragement
campaign focused primarily on Anacortes Middle School and Island View students. While
the District has provided Anacortes walking and biking encouragement in the past, the
focus was not targeted to the middle schools. In this campaign, the District will focus on
the middle schools and encourage biking to school over walking to school.
Under this agreement, the District will acquire the materials and develop the strategies to
build a campaign to increase biking and walking to school as an ongoing effort beyond the
terms of this agreement. Based upon the District's studies, the use of similar type of
bicycle encouragement programs implemented in other school districts will be used for
Anacortes in addition to building on the education programs already in place.
The District will undertake forming a middle school bicycle club to build on the existing
education program as part of the encouragement component and engage students in
helping to encourage others to bicycle to school.
