City Council Minutes—September 10, 2012
At 7:00 p.m. Mayor Pro Tern Erica Pickett called the regularly scheduled Anacortes City Council study
session of September 10, 2012 to order. City Councilmembers Eric Johnson, Ryan Walters, Erica Pickett,
Bill Turner and Cynthia Richardson were present. Brad Adams and Brian Geer were absent.
Cascade Natural Gas Bare Pipe Project and Pipe Maintenance Plan
Mrs. Pickett announced that the scheduled representative from CNG couldn't be present at the meeting
so this agenda item was cancelled. Mr. Larsen said staff was working to coordinate with a CNG
representative to join a City Council meeting in the next week or two.
2010 Development Regulations, Titles 16, 17 and 18 and Proposed New Title 19
Planning Director Ryan Larsen referred to his September 5, 2012 memo in the Council packet listing
seven items remaining to review for proposed new Title 19 and a separate September 5, 2012 memo
from Senior Planner Libby Grage summarizing all proposed amendments to Titles 16, 17 and 18 including
staff comments, Planning Commission recommendations, and City Council direction to date on each item.
Mr. Larsen began by reviewing each of the seven items listed in the first memo, seeking Council input
and feedback on each and suggesting items to be resolved or for which recommendations would be
sought during subsequent legal review. Council discussed at length administrative interpretations and
appeals of same. Council asked staff for a list of items that are routinely handled administratively. Mr.
Larsen agreed to bring that back to Council in the next few weeks but suggested moving the rest of the
language for these titles to the attorney so she could begin her review. Mr. Larsen then walked through
the 25 highlighted items in Ms. Grage's memo seeking Council direction or determination that the item
should be resolved or recommendations sought during legal review. After extensive discussion of
requests for reductions in parking requirements, staff and Council agreed that the topic would be
addressed again at a future meeting after the rest of the draft language had been sent on for legal review.
Councilmembers discussed their intention of having all items included in the Development Review and
Appeal Matrix in new Title 19 without enlarging the matrix so much that it ceases to become a usable tool.
There being no further business, at approximately 8:45 p.m. the regularly scheduled Anacortes City
Council study session of September 10, 2012 adjourned.
