HomeMy WebLinkAbout2012-11-26 City Council Minutes Approved c Oati' 4:1110110tv.47 City Council Minutes—November 26, 2012 At approximately 7:00 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council study session of November 26, 2012 to order. City Councilmembers Eric Johnson, Ryan Walters, Erica Pickett, Brad Adams, Cynthia Richardson and Brian Geer were present. Bill Turner was absent. Mayor Maxwell announced the Boys and Girls Club fundraising gala on Friday, November 30 at 5:30 p.m. at the Swinomish Casino. He also announced the dedication of the Gateway project at Ferry Terminal Road the same day at 11:00 a.m. Adult Concessions Ordinance Planning Director Ryan Larsen resumed the discussion on adult concession regulations based on feedback from Council at the November 13, 2012 study session. Mr. Larsen reported that in response to councilmember concerns about the definition of "adult bookstore," City Attorney Brad Furlong had suggested substituting a definition of "adult content retailer". Council was generally in agreement with the notion. Mr. Larsen said staff would work with WCIA legal counsel to refine the language to reflect Council's intent and bring it back for review at the December 3, 2012 regular meeting. Council also discussed appropriate setback distances and age limits for business managers. Mrs. Richardson and Mr. Walters each proposed a number of specific changes to the draft ordinance. Mr. Larsen then addressed where adult concessions could be located. He provided maps of alternative proposed retail zones beginning south of 17th Street, south of18th Street and south of 22nd Street and maps of the industrial zone with setbacks varying from 30' to 300'. Council discussed locations and setbacks and asked that the draft ordinance be presented for public hearing listing all of the options discussed. Finally, Mr. Larsen noted that the revised draft ordinance removed the Heavy Manufacturing zone from consideration and refined language to clarify that only one adult concession business may be located in a single building. Friends of the Forest Presentation Parks and Recreation Director Gary Robinson reminded Council that interest earned on the revenue from the City's quarry rock contract helps to support the forestland educational programs offered by the Friends of the ACFL. Mr. Robinson introduced Development and Outreach Director Jean Andrich, President Andy Stewart and Education and Outreach Director Denise Crowe from Friends of the Forest. Ms. Crowe described the land protection and endowment fund achieved by the successful Conservation Easement Program and listed the range of stewardship activities engaged in and promoted by the Friends. Ms. Crowe then described and showed slides depicting the many forest education programs that have been offered by the Friends of the Forest in partnership with the city and school district for over 25 years. She invited the public to the Friends of the Forest annual meeting at the Depot on February 6, 2013. Water Utility Presentation Public Works Director Fred Buckenmeyer presented a slide show he has been sharing with wholesale water customers and the public summarizing the history, structure and operation of the Anacortes water utility. Mr. Buckenmeyer addressed commonly asked questions and dispelled myths about regional water and water rights including such topics as water system planning, the Department of Ecology instream flow rules, climate change, water conservation, the water treatment plant improvement project and the utility's water rate structure.
