City Council Minutes—November 13, 2012
At approximately 7:00 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council
study session of November 13, 2012 to order. City Councilmembers Ryan Walters, Erica Pickett, Brad
Adams, Bill Turner, Cynthia Richardson and Brian Geer were present. Eric Johnson was absent.
Northwest Marine Trade Association (NMTA) Presentation
Planning Director Ryan Larsen introduced Peter Schrappen, Director of Government Affairs at the
Northwest Marine Trade Association. Mr. Schrappen delivered a presentation entitled Marine Trades,
Recreational Boating and Coming out of the Great Recession. He reported on challenges the industry
faces due to state policies and practices, the importance of the marine trades for the state economy, and
good news about positive indicators in the industry. Mayor Maxwell indicated that staff would prepare a
letter of support for Council consideration and action at its next regular meeting.
Adult Concessions Ordinance- Planning Commission Recommendation
Planning Director Ryan Larsen summarized the recent history leading to the interim ordinance regulating
adult concessions and briefed Council on the workshops and public hearing held by the Planning
Commission subsequent to adopting that ordinance. He summarized the revisions the Planning
Commission recommended to Council for the permanent ordinance. Mr. Larsen addressed questions and
suggestions from Council on further revisions to the proposed AMC Chapter 5.35. He indicated that staff
would incorporate those changes into a revised draft and bring that back to Council for review at the
November 26, 2012 study session.
Assisted Living Definition Discussion (Council Planning Committee)
Mr. Larsen reviewed the recommendation of the City Council Planning Committee for suggested changes
to the AMC to address assisted living facilities. Mr. Adams outlined the committee's plan to develop a
matrix of all uses and discussed the importance of defining permitted density in each zone. Mrs.
Richardson mentioned several other factors considered by the committee. Councilmembers provided
feedback for incorporation into the proposal that will be reviewed again by Council and eventually
submitted for action via the prescribed public process for development regulation changes.
Councilmembers discussed whether assisted living facilities should be an outright permitted use in one or
more zones, particularly R4.
Finance Update
Finance Director Steve Hoglund updated Council on the financial position of the City as of the end of
September. He reviewed revenue trends from sales tax, real estate excise tax and impact fees. Mr.
Hoglund than reviewed General Fund revenues and expenditures year to date. He concluded that 75%
through 2012 both revenues and expenditures are slightly below projections. He then reviewed the status
of revenues and expenditures in each of the City's other funds compared to budget, noting that 2nd half
property tax revenue is not reflected as of September 30 but will be updated by year end. Mrs.
Richardson requested a summary of cash reserves in each fund.
There being no further business, at approximately 8:35 p.m. the regularly scheduled Anacortes City
