City Council Minutes—May 21, 2012
At 7:00 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council meeting of
May 21, 2012 to order. Roll call found present: Eric Johnson, Ryan Walters, Erica Pickett, Brad Adams,
Bill Turner and Cynthia Richardson. Brian Geer was absent. Roll call was followed by the Pledge of
Allegiance.
Minutes of Previous Meeting
Mrs. Pickett moved, seconded by Mr. Johnson, that the minutes of May 7, 2012 and May 14, 2012 be
approved as if read. Vote: Ayes—Walters, Pickett, Adams, Turner, Richardson and Johnson. Motion
carried.
Citizen Hearings
No one present wished to speak.
Mayor/Council Communication and Committee Reports
Public Works Recycling Contest Awards: Public Works Director Fred Buckenmeyer announced the
annual recycling poster contest awards. He introduced the program with a summary of the City's solid
waste collection and recycling programs and announced that the steadily increasing percentage of solid
waste that is being recycled peaked in April at over two thirds of the solid waste stream. Mr. Buckenmeyer
and Mayor Maxwell then presented awards to 4th grader Ava Hansen, 4th grader Addison Eschenbacher,
5th grader Kailey Davis, 6" grader Caden Cornett, 1st grader Orchid Black, 2nd grader Hyunbin Seo, 5th
grader Ryan Rubalcava and 6th grader Johanna Anstensen. Mr. Buckenmeyer added that the winning
posters are displayed on the City website, on Channel 10, and on the side of City garbage trucks.
Mr. Adams reported on the Short Course on Local Planning hosted by the Anacortes Planning
Department on May 17, 2012.
Mr. Walters reported that he recently traveled with Anacortes firefighter Rick Davis to Fire Ops training in
eastern Washington, met with elected officials from other jurisdictions and experienced the intense effort
put forth by our firefighters.
Mr. Johnson announced that the Aktion Club electronic recycling program will move to the net lockers at
Seafarers Way and Q Avenue starting the second Saturday in June. The hours are 10 a.m. to 2 p.m.
Consent Agenda
Mr. Johnson moved, seconded by Mr. Adams, to approve the Consent Agenda. Vote: Ayes— Pickett,
Adams, Turner, Richardson, Johnson and Walters. Motion carried.
Approval of Vouchers/Cancellation of Checks
Council voted unanimously that the following vouchers/checks audited and certified by the City's Auditing
Officer (Finance Director) and subsequently reviewed and approved by the Council Finance Committee
on May 10, 2012 and May 17, 2012 are approved for payment as of May 21, 2012.

Adopted Ordinance 2880 amending the City of Anacortes 2010 Comprehensive Plan;
Approved a Street Fair Request for Shipwreck Days on July 14, 2012 from 8:00 a.m. to 4:00 p.m.;
Approved a Street Fair Request for the Anacortes Arts Festival on Friday, August 3 through
Sunday August 5, 2012; and
Approved a Street Fair Request for the Eagle's Barbecue on May 19, 2012, June 23, 2012, July
14, 2012, and August 17, 18 and 19, 2012.
Resolution: Authorizing Extension of the Provisions of RCW 41.48.030 Providing Medicare
Coverage to Eligible Employees
Human Resources Director Emily Schuh explained that one Anacortes firefighter is exempt from Medicare
because of Law Enforcement Officers and Fire Fighters (LEOFF) provisions in place when that firefighter
was hired prior to April 1, 1986. She advised that a recent state law provides a process for allowing
Medicare coverage for such employees and that the employee who is exempt from Medicare asked if the
City would consider undertaking that process. Ms. Schuh said that she joined the mayor, Fire Chief and
Finance Director in endorsing the request and asked Council to adopt a resolution authorizing the City to
begin the divided referendum process for extending the provisions of RCW 41.18.030 providing Medicare
coverage to eligible employees of the City of Anacortes. She explained that as with all employees
covered by Medicare, the City would pay 1.45% of the employee's wages for the coverage and the
employee would match that. Councilmembers discussed with the mayor and Ms. Schuh the alternative
retirement and health care benefits that apply to employees enrolled in LEOFF. Mr. Turner moved,
seconded by Mr. Johnson, to approve Resolution 1842 authorizing extension of the provisions of RCW
41.48.030, providing Medicare coverage to eligible employees of the City of Anacortes. Vote: Ayes—
Adams, Turner, Richardson, Johnson, Walters and Pickett. Motion carried.
Contract Award: Wastewater Treatment Plant Heat Exchanger Installation
Assistant City Engineer Matt Reynolds presented a contract for installation of the new heat exchanger in
the sludge incinerator at the wastewater treatment plant. He explained that the City had already
contracted separately for design and for manufacture of the heat exchanger. Mr. Reynolds said three bids
were received on May 1, 2012 and the low bid was from IMCO General Construction, Inc. for$80,068 as
compared to the Engineer's Estimate of$247,000. He recommended awarding the contract to IMCO.
Councilmembers remarked on the tightly clustered bids received. Mrs. Richardson moved, seconded by
Mr. Turner, to award the contract to IMCO General Construction, Inc. in the amount of$80,068 including
sales tax. Vote: Ayes—Turner, Richardson, Johnson, Walters, Pickett and Adams. Motion carried.
There being no further business, at approximately 7:35 p.m. the regularly scheduled Anacortes City
Council meeting of May 21, 2012 was adjourned.
