HomeMy WebLinkAbout2012-06-11 City Council Minutes Approved OS I( 0,etri`:: t9c w City Council Minutes—June 11, 2012 At 7:00 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council study session of June 11, 2012 to order. City Councilmembers Eric Johnson, Ryan Walters, Erica Pickett, Brad Adams, Bill Turner, Cynthia Richardson and Brian Geer were present. Draft Bond Ordinance for Water Treatment Plant Finance Director Steve Hoglund introduced bond counsel Alice Ostdiek of Foster Pepper to present the draft bond ordinance for the final phase of financing for the Water Treatment Plant improvement project. Ms. Ostdiek described the few differences between the draft ordinance and the similar Ordinance No. 2842 passed November 10, 2010 for the first bond issue, notably that the new ordinance is a delegation ordinance that allows City Council to approve sale of the bonds any time between ordinance adoption and the end of 2012. Ms. Ostdiek added that the financing team continues to work with the bond insurer to determine if bond insurance and a reserve surety will be required for this issue as that will affect the reserve requirement. Mr. Hoglund advised that as soon as the total bond amount and rates were finalized he would bring the final ordinance back before Council for action, either at the June 18, 2012 or July 2, 2012 regular meeting. Anacortes Bikes and Walks: Bicycle/Pedestrian Plan Presentation Assistant City Engineer Eric Shjarback introduced the Anacortes Bikes and Walks Plan and the Anacortes Bike/Pedestrian Advisory Committee who developed it over the past few years. Mr. Shjarback emphasized how important this document will be to the City to help obtain grants, pursue transportation planning and leverage public money. He recommended that it be incorporated into the city's Transportation Comprehensive Plan. Mr. Shjarback introduced Eric Shen from Transition Fidalgo and Friends which sponsored the plan. Mr. Shen summarized the Anacortes Bikes and Walks plan which was included in full in the Council packet. He said the document includes an inventory of existing infrastructure and programs in the city, detailed route maps, and a prioritized list of future improvements and education and encouragement projects for all age segments of the community. Mr. Shen added that the City of Anacortes has applied for certification as a Bicycle Friendly Community through the League of American Bicyclists. The mayor and councilmembers thanked the committee for its extensive work on the very usable and valuable plan. Anacortes Farmers Market Update This agenda item was cancelled due to presenter illness. 29th Street and E Avenue Street Vacation Update Assistant Planning Director Don Measamer summarized a proposal to execute a street vacation that was approved by the City Council on December 5, 2005 but was never completed. He displayed maps and drawings showing the 14,485.5 SF that Ron Woolworth has requested the City to vacate in the vicinity of 29th Street and E Avenue. Mr. Measamer advised that per AMC Section 12.50.130(A) compensation would be set at 75% of the appraised value of the property, or$19,011.75. Mrs. Richardson asked if the vacation required further Council action. Mr. Measamer advised that a final execution ordinance including the conditions added by City Council in 2005 would need to come back to City Council for approval. He said he would draft that ordinance with the assistance of the City Attorney and bring it back to council for action at a regular meeting. Commercial Vehicle Parking and ADA Parking Time Limits Mr. Measamer introduced a discussion of possible additions to the Anacortes Municipal Code to address complaints about commercial vehicles parked on residential streets. Mr. Measamer presented examples of regulations and definitions used in other western Washington communities. Mrs. Richardson asked if the AMC currently addresses parking such vehicles on private property in residential zones. Mr. Measamer said no. He solicited councilmember input on potential regulations. Councilmembers generally agreed that the regulations should address large vehicles parked on the street in residential zones regardless of whether or not those vehicles are commercial, that a time limit should be specified, and that Anacortes City Council Study Session Minutes June 11, 2012 1 specific limited exceptions might be allowed at active construction sites. Mr. Walters suggested that the first paragraph of the sample regulations from North Bend summed up Council's intent very concisely. Councilmembers emphasized that the regulations must unambiguously support enforcement efforts by the Anacortes Police Department. Turning to a separate parking topic, Mr. Measamer said staff would like to add a section to AMC Title 10 limiting parking to a maximum of four hours for all on street parking stalls designated for persons with disabilities consistent with RCW 46.19.050(4). Councilmembers discussed if demand for ADA parking warranted such limits and suggested situations in which ADA parking might be needed for more than four hours. Mayor Maxwell and Mr. Measamer clarified that the proposal was intended to ensure turnover for shoppers in the business district who require ADA parking. Mr. Measamer added that the time limit could be written to apply only during daytime hours. Mr. Measamer concluded with a list of minor housekeeping issues that need to be addressed in AMC Title 10. He thanked councilmembers for their feedback and advised that he would move forward accordingly to draft an ordinance for Council action.
