City Council Minutes—July 23, 2012
At 7:00 p.m. Mayor Dean Maxwell called the continued Anacortes City Council meeting of July 16, 2012
to order. Roll call found present: Eric Johnson, Ryan Walters, Erica Pickett, Cynthia Richardson and Brian
Geer. Brad Adams and Bill Turner were absent.
Award of RFP/Contract: Mobile Live Fire Training System
Division Chief Jack Kennedy summarized the prior City Council decision to issue a Request for Proposals
for a mobile live fire training system for use by a consortium of four local fire departments including the
Anacortes Fire Department and Fire Districts#11, #13 and #17. He reminded that a$212,192 FEMA
grant would fund 90% of the purchase cost. Chief Kennedy reported that proposals were opened on
July 17, 2012 and evaluated by the fire chiefs from the four districts. He said that the proposal from 3S
Fire was rated highest and that during subsequent negotiations 3S Fire lowered its price to $205,680
including sales tax where applicable. He concluded that staff recommends awarding the contract to 3S
Fire. Mrs. Richardson asked what the rating criteria were. Chief Kennedy said they included portability,
breadth of training functions, and durability as well as cost. In response to a question from the mayor,
Chief Kennedy added that several lower cost proposals were received but they were for systems
significantly smaller than the 3S system that did not meet the training needs of the consortium. Mr.
Johnson asked who will own the system. Chief Kennedy said the consortium of the four fire districts will
own and maintain the system pursuant to the terms of an interlocal agreement already in place. Mr. Geer
observed that owning the training apparatus locally will save significant commuting time and expense for
training and will help the local districts train together. He moved, seconded by Mrs. Richardson, to
authorize the mayor to sign a contract in the amount of$205,680 with 3S Fire for delivery and temporary
installation of the Mobile Live Fire Training System. Vote: Ayes—Walters, Pickett, Richardson, Geer and
Johnson. Motion carried.
There being no further business, at approximately 7:10 p.m. the continued Anacortes City Council
meeting of July 16, 2012 was adjourned.
