City Council Minutes— December 10, 2012
At approximately 7:00 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council
study session of December 10, 2012 to order. City Councilmembers Eric Johnson, Ryan Walters, Erica
Pickett, Brad Adams, Bill Turner, Cynthia Richardson and Brian Geer were present.
Comprehensive Plan Discussion for 2016 Update
Planning Director Ryan Larsen provided a general overview of the schedule for the 2016 Comprehensive
Plan Update and introduced some procedural options for Council to consider and decide on at a future
date. He listed the series of tasks that will need to be undertaken during 2012 through 2016 to complete
the update. Council discussed the cost of carrying out the update and emphasized the public participation
plan.
Non-commissioned Police Collective Bargaining Update
Human Resources Director Emily Schuh advised that staff has been in negotiations with both
commissioned police and non-commissioned police. Ms. Schuh reported that a tentative agreement
reached with non-commissioned staff would be coming to Council for consideration at its next regular
meeting. She said the proposed agreement for 2013 would be a one-year roll over of the current contract
with a 2% COLA increase. Ms. Schuh added that negotiations with commissioned staff would continue on
December 18.
Finance Update
Finance Director Steve Hoglund updated council on revenues and expenditures year to date through
November including explanations for variations from budget and reminded that year-end adjusting entries
would affect the final figures. Mr. Hoglund concluded that overall General Fund revenue was at 93.5%of
budget as of the end of November and expenditures were at 93.7% as of December 6. Mr. Hoglund listed
several items that would be included in a year end budget amendment which would be presented to
Council for action at its next regular meeting. Mr. Hoglund then summarized impact fee revenue, sales tax
revenue, and real estate excise tax (REET) revenue compared to prior year. He concluded with a
summary of revenues and expenditures in other funds and noted several items that would be included in
the year end budget amendment.
Introduction to Museum Searchable Database
Museum Director Steve Oakley presented a video about Tommy Thompson's Anacortes Railway and
updated Council on the return of the train to Anacortes as a gift from Mr. Thompson's widow, Ann. Mr.
Oakley thanked Lakeside Industries, the Port of Anacortes, Transpac, Dakota Creek, the Museum
Foundation and numerous individual volunteers for helping to transport and safely store the train pending
a long range plan for displaying it. Museum Education Coordinator Bret Lunsford then described the new
searchable on line database available to access the museum's extensive and ever expanding photo
archives. He demonstrated the search capabilities accessible from the Museum's website and explained
that photos can be purchased or emailed from the site. Mr. Lunsford added that the community can also
contribute to descriptions of the photos via the website. Councilmembers complimented the new tool for
researching and building the history of Anacortes.
There being no further business, at approximately 8:13 p.m. the regularly scheduled Anacortes City
Council study session of December 10, 2012 adjourned.
