City Council Minutes—April 23, 2012
At 7:00 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council study session of
April 23, 2012 to order. City Councilmembers Eric Johnson, Ryan Walters, Erica Pickett, Brad Adams, Bill
Turner, Cynthia Richardson and Brian Geer were present.
Mayor Maxwell thanked Port of Anacortes Commissioners Mooney, Short, Rubin and Niver, Port
Executive Director Bob Hyde, and Chamber of Commerce Executive Director Stephanie Hamilton and
members of her board for joining the meeting.
Mayor Maxwell thanked the many volunteers who participated at work parties over the weekend at Heart
Lake, Mt. Erie, Cap Sante, Washington Park and Kiwanis Waterfront Park.
Chief Bowers invited the public to drop off unused prescription medications at the Anacortes Police
Station on Saturday, April 28, from 10:00 a.m. to 2:00 p.m. The Chief noted that medications are also
accepted at the station during regular business hours Monday through Friday.
Buxton—Presentation of SCOUT Software and Findings
Planning Director Ryan Larsen introduced Lisa Hill, Vice President of Buxton, to present The Power of
Consumer Analytics:Business Attraction and Retention. Ms. Hill spoke about the analytics project funded
by a partnership between the City, Port, Chamber of Commerce and Island Hospital to better understand
and plan for business attraction and retention in support of community economic development. Ms. Hill
described CommunitylD which is a targeted marketing program that matches specific retail and restaurant
concepts to the buying habits and lifestyles of the consumers living in specific trade areas and also
provides market intelligence to local business owners for sustainable growth. At the conclusion of her
presentation Ms. Hill fielded questions from the audience.
At approximately 7:55 p.m. Mayor Maxwell called a five minute break. At 8:00 p.m. the mayor called the
meeting back to order.
Remaining 2011 Comprehensive Plan and Development Regulations, Exhibits 5 and 6: Physically
Active Community and Public Participation
Mr. Larsen presented the final two proposed amendments for the 2011 cycle of Comprehensive Plan and
Development Regulation updates. He reported that at its January 11, 2012 meeting the Planning
Commission had delayed recommendation and action on Exhibit 5 and Exhibit 6 until staff could meet
with proponent Evergreen Islands to refine the proposals. Mr. Larsen said that the refined proposals had
been reintroduced to the Planning Commission at its February 8, 2012 meeting and that a public hearing
was held before the Planning Commission at its March 14, 2012 meeting. He added that the refined
proposals had also been sent to the Department of Commerce for a 60-day comment period. Mr. Larsen
reviewed the details of each proposal with Council. Exhibit 5 would insert into the Anacortes
Comprehensive Plan 2010: Transportation a new Goal 6 and four policies to encourage a physically
active community. Exhibit 6 would insert new language into either title 17 or Title 19 of the Anacortes
Municipal Code requiring a community participation meeting for quasi-judicial decisions. Councilmembers
discussed multiple aspects of Exhibit 6 and potential revisions to it. Mr. Larsen said both exhibits would
come back before Council for a public hearing in June.
There being no further business, at approximately 8:30 p.m. the regularly scheduled Anacortes City
Council study session of April 23, 2012 adjourned.
