HomeMy WebLinkAbout2013-11-12 City Council Minutes Approved C.) ,coR„ City Council Study Session Minutes— November 12, 2013 At approximately 7:00 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council study session of November 12, 2013 to order. City Councilmembers Ryan Walters, Erica Pickett, Brad Adams, Cynthia Richardson and Brian Geer were present. Eric Johnson and Bill Turner were absent. Continuation of Reciprocal Borrowing Agreements: Burlington, Mount Vernon, Sedro-Woolley, La Conner Regional Library, and Upper Skagit Library District Library Director Sheri Miklaski summarized the pilot agreements put in place in 2009 and 2010 and the current agreements that expire at the end of December, 2013: residents of the participating municipalities and library districts are eligible for a special endorsement on their library cards that allows them to check out materials at the other libraries at no charge. Ms. Miklaski reported that the agreement language, which is standard for all five agreements, had been reviewed by City Attorney Brad Furlong and revised to clarify the termination and liability terms. Ms. Miklaski answered councilmember questions about participation in the program to date. Mrs. Richardson corrected a typographical error in Section 2. Mayor Maxwell advised that the agreements including the correction would come back to Council for action on the Consent Agenda at the November 18, 2013 Council meeting. Recognition of Staff Members with 35 years of Service: Angela Hays and Gina Van Hess Ms. Miklaski announced that Operations Manager Angela Hays and Adult Services Librarian Gina Van Hess were celebrating 35 years of service at the library. She introduced former Library Director Doug Everhart who had initially hired both women. Mr. Everhart recalled the changes in the library, the collection and library service since that time and commended the dedicated public service of these two employees. Mayor Maxwell presented certificates of appreciation to Ms. Hays and Ms. Van Hess. Public Works Winter Preparedness Plan Public Works Director Fred Buckenmeyer presented an overview of the City's preparations for the winter storm season including procurement and storage of snow removal supplies, configuration and inspection of snow removal equipment, cooperative arrangements with other jurisdictions, and the established sanding and plowing routes. Mr. Buckenmeyer also provided a brief update on the construction of the 22nd Street and R Avenue roundabout, reporting the project to be within budget and on schedule to open on November 27. There being no further business, at approximately 7:25 p.m. the regularly scheduled Anacortes City Council study session of November 12, 2013 adjourned.
