HomeMy WebLinkAbout2013-05-20 City Council Minutes Approved c,1 Y 0� cOR„ City Council Minutes—May 20, 2013 At 7:00 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council meeting of May 20, 2013 to order. Roll call found present: Eric Johnson, Ryan Walters, Erica Pickett, Brad Adams, Bill Turner, Cynthia Richardson and Brian Geer. Roll call was followed by the pledge of allegiance. Minutes of Previous Meeting Mr. Johnson moved, seconded by Mr. Geer, that the minutes of May 6, 2013 and May 13, 2013 be approved as if read. Vote: Ayes—Walters, Pickett, Adams, Turner, Richardson, Geer and Johnson. Mr. Adams abstained from voting on the minutes of May 13, 2013 because he was not in attendance at that meeting. Motion carried. Citizen Hearings Marilyn Wells Derig, 1302 K Avenue, addressed disputed Shoreline Designations in the Shoreline Master Program. Noting that properties between B and H Avenues along the Guemes Channel are currently for sale, Mrs. Derig reiterated her concern that a developer might propose commercial or industrial uses for the site, or fifty-foot tall condos, based on the shoreline allowances when such uses are not allowed in the zoning code for R-2 or R-3 in the Old Town Overlay. She urged Council to resolve inconsistencies between the SMP and the Comprehensive Plan before development proposals arise in order to provide clarity for both developers and neighbors. Mayor/Council Communication and Committee Reports Parks and Recreation Advisory Board Appointment- Kristen Nations-Pearson: Mayor Maxwell asked Council to confirm his appointment of Kristen Nations-Pearson to the Parks and Recreation Advisory Board for a term expiring October 2016. Mrs. Pickett moved, seconded by Mr. Geer, to confirm the appointment. Vote: Ayes— Pickett, Adams, Turner, Richardson, Geer, Johnson and Walters. Motion carried. Museum Advisory Board Appointment- Donald Yankacy: Mayor Maxwell asked Council to confirm his appointment of Donald Yankacy to the Museum Advisory Board for a term expiring December 2013. Mrs. Richardson moved, seconded by Mr. Turner, to approve the appointment. Vote: Ayes—Adams, Turner, Richardson, Geer, Johnson, Walters and Pickett. Motion carried. Public Works Safety Poster Contest Winners: Public Works Director Fred Buckenmeyer described the safety poster contest administered by the City Safety Committee and summarized the City's outstanding safety record and ongoing efforts to enhance safety awareness. Mr. Buckenmeyer then introduced the contest winners: first grader Julia Mineo from Fidalgo Elementary, first grader Carolyn Chambers from Fidalgo Elementary, third grader Alex LaFleur from Fidalgo Elementary, and fifth grader Kody Hargett from Mt. Erie Elementary. All the winners received commemorative plaques and had their photographs taken with Mayor Maxwell and members of the Safety Committee. Mr. Buckenmeyer advised that the winning artwork would be displayed in large format on the side of City sanitation trucks in the year ahead. Mr. Geer thanked everyone who attended and performed at the second annual A-Town's Got Talent Relay For Life fundraiser. Mr. Adams reported from the Parks and Recreation Committee which met earlier in the evening to discuss the milfoil eradication project on Heart Lake coming up during the summer, cooperative efforts with owners of land adjacent to the ACFL south of Mt. Erie, the new SHIP boardwalk trail, and the success of the on line camping reservation system for Washington Park. Mr. Walters announced that the Dept. of Commerce short course on local planning would be held in Bellingham at 6:30 p.m. on Tuesday, May 21 in the City Council chambers. Anacortes City Council Minutes May 20, 2013 1 Mr. Turner reported from a Forest Board meeting a few weeks prior with additional information about the property south of Mt. Erie referenced in the report by Mr. Adams. Consent Agenda Mr. Johnson moved, seconded by Mr. Adams, to approve the following Consent Agenda items. Vote: Ayes—Turner, Richardson, Geer, Johnson, Walters, Pickett and Adams. Motion carried. Approval of Vouchers/Cancellation of Checks Council voted unanimously that the following vouchers/checks audited and certified by the City's Auditing Officer(Finance Director) and subsequently reviewed and approved by the Council Finance Committee on May 9, 2103 and May 16, 2013 are approved for payment as of May 20, 2013. Claims: Check Numbers 68537 through 68670 in the total amount of$969,258.81 EFT Claims: Check Number 68538 in the total amount of$930.00 Pre-Written Claims: Check Number 68536 in the total amount of$1,204.00 Payroll for May 20, 2013 in the total amount of$580,728.90 Check Numbers 38303 through 38336 in the total amount of$27,664.89 Direct Deposit Numbers from 49199 through 49394 in the total amount of$349,658.21 EFT Numbers from 1544 through 1548 in the total amount of$203,405.80 Labor and Industries START Program Recognition Human Resources Director Emily Schuh thanked and praised the past and present chairs of the City's Safety Committee and committee members for going above and beyond to promote safety in the workplace. She introduced Regional Consultation Manager Kelly Monahan, Jim Norris and Robbie Rotz from the Department of Labor& Industries. Ms. Monahan shared two awards the city recently received. First, the Water Treatment Plant was recently recertified for the START (Safety Through Achieving Recognition Together) program; it was the first and remains the only public agency to attain this certification. Second, the City recently graduated from the Blueprint for Safety program, the first of fourteen participants who support continuous improvement and best practices in accident prevention. Ms. Monahan reported that since 2009 Anacortes has earned a 42% reduction in injury claims and a 39% reduction in worker's comp rates. Ms. Monahan presented the mayor and Water Treatment Plant Manager Jamie LeBlanc with a plaque commemorating the START award. She said the Blueprint for Safety certificate had been presented at a luncheon earlier. Ms. Monahan noted particularly the efforts of Human Resources Generalist Lynn Barber. The mayor thanked city employees for their ongoing commitment to safety. Tourism Promotion Area Planning Director Ryan Larsen recognized audience members Don Wick and Terica Taylor from the Economic Development Association of Skagit County (EDASC) and the directors of many Skagit County chambers of commerce including Annie Bussiere from Concrete, Pola Kelley from Sedro-Woolley, Kristen Keltz from Mount Vernon, Marci Plank from La Conner, and Stephanie Hamilton from Anacortes. Mr. Larsen summarized the proposal to establish a Tourism Promotion Area (TPA)for the purpose of forming a Skagit Tourism Bureau, a proposal which was presented in detail at the May 14, 2013 study session. Mr. Larsen asked Council to move to authorize the mayor to enter into an interlocal agreement with Skagit County to form the tourism promotion area. Mr. Geer moved, seconded by Mr. Johnson, to approve. Mrs. Richardson noted that all the Anacortes hotels and motels that are large enough to be affected by the TPA had signed on in support. Mr. Walters announced that he has a remote interest in the contract under RCW 42.23.040 as a fixed salary employee of one of the contracting parties and would not be voting on the matter. Vote: Ayes— Richardson, Geer, Johnson, Pickett, Adams and Turner. Abstain— Walters. Motion carried. Anacortes City Council Minutes May 20, 2013 2 Ordinance 2904: Budget Amendment Finance Director Steve Hoglund presented and summarized a proposed amendment to the 2013 budget. He noted he had discussed most of the items at the May 6, 2013 regular Council meeting, primarily to roll over funds budgeted in 2012 for projects that were not completed until 2013 or had received grant funding after the 2013 budget was adopted. Mr. Hoglund said two additional items had been added to the amendment since May 6: $8,000 for the Tommy Thompson Parkway trail project to be funded by dedicated gasoline taxes for trails, and four other small parks projects totaling $16,500 that would roll from the 2012 budget to be paid for out of Parks Capital Reserve Cash. He added that in Fund 501 the sanitation truck budgeted for 2012 had just been delivered and the final payment would be made in 2013 so the remaining budgeted funds from 2012 needed to be rolled over into the 2013 budget. Mrs. Richardson moved, seconded by Mr. Turner, to approve budget amendment Ordinance 2904. Vote: Ayes—Geer, Johnson, Walters, Pickett, Adams, Turner and Richardson. Motion carried.
