HomeMy WebLinkAbout2013-03-04 City Council Minutes Approved o Y of4, e.yCp City Council Minutes—March 4, 2013 At 7:00 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council meeting of March 4, 2013 to order. Roll call found present: Eric Johnson, Ryan Walters, Erica Pickett, Brad Adams, Bill Turner, Cynthia Richardson and Brian Geer. The assembly recited the Pledge of Allegiance. Minutes of Previous Meeting Mr. Geer moved, seconded by Mr. Adams, that the minutes of February 19, 2013 and February 25, 2013 be approved as if read. Vote: Ayes—Walters, Pickett, Adams, Turner, Richardson, Geer and Johnson. Motion carried. Citizen Hearings No one present wished to speak. Mayor/Council Communication and Committee Reports Lifesaving Awards: Officer Jackie Richter and Officer Gordon Alves Police Chief Bonnie Bowers reported that on September 29, 2012, Anacortes Police Officers Jackie Richter and Gordon Alves were dispatched to a report of an unresponsive woman. Both fire and medical units were already on critical calls so the officers arrived first on scene, initiated CPR, and kept the patient alive for thirteen minutes until an aid unit arrived. For their lifesaving actions, Mayor Maxwell awarded Officers Alves and Richter the Anacortes Police Department Lifesaving Award. Mayor Maxwell congratulated the Anacortes Seahawks boys basketball team for their second place finish at the state tournament. Mayor Maxwell announced the Polar Plunge to benefit Special Olympics on Saturday at 11:00 a.m. at Seafarer's Park. Mrs. Richardson reported that the Port's community planning meeting the prior Saturday was well attended. She said the draft plan will be discussed at the April 8, 2013 City Council study session which will be a joint meeting with Port Commission. Mayor Maxwell announced that a tour of the new water treatment plant had tentatively been arranged for City Councilmembers on Friday, March 15, 2013 at 2:00 p.m. UNFINISHED BUSINESS Resolution 1862: Adopting Revisions to City Council Procedures City Attorney Brad Furlong reported that he had revised the draft City Council procedures per Council's last round of revisions. He presented draft Resolution 1862 summarizing the procedures. Councilmembers discussed Section 2.H, Reconsideration. Based on that discussion, Mr. Furlong suggested modifying paragraph H to read, "A motion for reconsideration may only occur at the next following regular business meeting of the Council no later than the next meeting." Councilmembers discussed adoption of Planning Commission rules, appeal provisions and motions for adjournment. Mr. Furlong reminded that revision of the Council Procedures currently described by Resolution 1374 would continue with at least one additional resolution subsequent to Resolution 1862 and that outstanding issues could be addressed in that future resolution. Mrs. Richardson moved, seconded by Mr. Johnson, to approve Resolution 1862 as presented at the meeting with the following revision to Section H: "A motion for reconsideration may occur no later than the next following regular business meeting of the Council."Vote: Ayes—Pickett, Adams, Turner, Richardson, Geer and Johnson. Nays—Walters. Motion carried. Anacortes City Council Minutes March 4, 2013 1 Ordinance 2902: Adult Concessions Planning Director Ryan Larsen presented the revised adult concessions ordinance for Council review. He said the outstanding issue remaining to be resolved was separation of adult entertainment facilities from other uses. Mr. Larsen displayed maps showing the 100-foot and 300-foot buffers from parks and residential zones and enumerated the full parcels available outside each of those buffer zones. Based on a request from Mr. Geer, Mr. Larsen also presented a map depicting adult entertainment with 300-foot buffers in the LM1 zone east of Reservation Road and south of Padilla Heights Road which is largely in the Anacortes Urban Growth Area but not within the city limits. Councilmembers considered economic development, public safety, and regulatory factors affected by the location of adult entertainment facilities and noted that the public hearing on Ordinance 2902 did not include LM1 zone as a proposed location. Mayor Maxwell observed that there was still considerable discussion on the topic and suggested sending the draft ordinance back to the City Council Planning Committee for further consideration and recommendation. Councilmembers concurred. Consent Agenda Mr. Johnson moved, seconded by Mr. Geer, to approve the following Consent Agenda items. Vote: Ayes —Adams, Turner, Richardson, Geer, Johnson, Walters and Pickett. Motion carried. Approval of Vouchers/Cancellation of Checks Council voted unanimously that the following vouchers/checks audited and certified by the City's Auditing Officer(Finance Director) and subsequently reviewed and approved by the Council Finance Committee on February 21, 2013 and February 28, 2013 are approved for payment as of March 4, 2013. Claims Check Numbers 67769 through 67894 in the total amount of$271,333.67 EFT Check Number 67768 in the total amount of$1,777.00 Payroll for February 20, 2013 in the total amount of$577,696.90 Check Numbers 38043 through 38071 in the total amount of$22,763.11 Direct Deposit Numbers from 47985 through 48181 in the total amount of$353,320.79 EFT Numbers from 1512 through 1516 in the total amount of$201,613.00 Friendship House Presentation Marie Marchand, Executive Director, and Lindsey Vis, Development Associate, from Friendship House described the range of services their organization offers to homeless people. They explained the Hunger to Hope project, undertaken in partnership with the Jack and Shirley McIntyre Foundation, to build a new community kitchen to expand meal services and provide job training for Friendship House clients. Ms. Vis said Friendship House is actively fundraising now and hopes to begin construction of the kitchen in August and open in the spring of 2014.
