City Council Study Session Minutes—June 24, 2013
At approximately 7:00 p.m. Mayor Pro Tem Erica Pickett called the regularly scheduled Anacortes City
Council study session of June 24, 2013 to order. City Councilmembers Eric Johnson, Ryan Walters, Erica
Pickett, Brad Adams, Cynthia Richardson and Brian Geer were present. Bill Turner was absent.
2014-2019 Capital Facilities Plan - Review of Projects
Finance Director Steve Hoglund reviewed with councilmembers the 17 new projects proposed to be
added to the 2014-2019 Capital Facilities Plan (CFP). He advised that the schedule for the remainder of
the annual CFP process includes a public hearing on July 15, 2013 and adoption by ordinance on
August 5, 2013. Parks and Recreation Director Gary Robinson and Public Works Director Fred
Buckenmeyer assisted with reviewing the items added by their departments. Councilmembers discussed
with Mr. Buckenmeyer how projects are ranked.
Council Procedures
Human Resources Director Emily Schuh presented a clean copy of the draft Council procedures following
several iterations of Council feedback. She requested any last revisions before the procedures come
back for adoption by resolution at the next regular City Council meeting. Councilmembers provided
additional revisions to City Attorney Brad Furlong on Sections 5.7, 5.3.A, 5.6.B.2, 5.6.E and 7.A. Mr.
Furlong advised he would incorporate those requests for the final document. Mrs. Richardson requested
that councilmembers receive a copy of the parallel Planning Commission procedures currently being
developed.
Compensation Structure for Mayor's Position
Ms. Schuh reported that the Council Personnel Committee had been discussing the mayor's salary scale
for several years and Mrs. Pickett had asked that the topic be brought to the City Council for further
discussion. Ms. Schuh reviewed the current salary structure and the history of its adoption in 2005 as well
as information about mayoral compensation in other jurisdictions. She reported that the Personnel
Committee had suggested that because the mayor in Anacortes also performs the duties of a City
Manager a somewhat higher salary range may be appropriate and had proposed a new salary range for
the mayor for 2013. Ms. Schuh opened the topic for discussion and asked if Council had any desire to
change the current structure. Councilmembers discussed the topic at length including what salary level
was appropriate, whether a stepped or a constant salary was preferable, the non-salary components of
the mayor's compensation, whether the salary schedule should allow for the possibility of adding a city
administrator in the future, and the timing of changes to the mayor's salary schedule. Mr. Furlong
reminded that the Washington State Constitution prohibits city councils from reducing a mayor's salary
during his or her term of office so any downward changes council might wish to make effective in 2014
would have to be made prior to the November 2013 election; increases in the mayor's salary could be
made at any time. Councilmembers agreed that further discussion was in order and that the Personnel
Committee would work on some alternative scenarios.
There being no further business, at approximately 8:30 p.m. the regularly scheduled Anacortes City
Council study session of June 24, 2013 adjourned.
