City Council Study Session Minutes-July 8, 2013
At approximately 7:00 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council
study session of July 8, 2013 to order. City Councilmembers Eric Johnson, Ryan Walters, Erica Pickett,
Brad Adams, Bill Turner, Cynthia Richardson and Brian Geer were present.
Swearing In for Police Officers and Staff
Police Chief Bonnie Bowers introduced two new civilian police department staff members, Records
Supervisor Katie Ingram and Community Services Officer Zabrina Nybo. Mayor Maxwell administered an
oath of honor to these staff members. Chief Bowers then introduced new police officers Brent Greene and
Paul Wakefield. Mayor Maxwell administered the oath of office to the officers.
Integrated Planning Grant(IPG) Submittal
Parks and Recreation Director Gary Robinson reported that the City was seeking an Integrated Planning
Grant from the Washington State Dept. of Ecology related to the redevelopment of the Lovric Marina
waterfront property. He advised that the City was working with the support of the property owner. In
response to a Request for Qualifications advertised on the MRSC small works roster the city received one
proposal, from Maul Foster&Alongi, Inc. (MFA), to prepare the grant application and, if the grant is
awarded, to prepare an integrated plan for the site. Mr. Robinson introduced Jim Darling, Vice President
and Principal Planner with MFA. Mr. Darling provided some background of his qualifications and
introduced his Regional Director, Justin Clary. Mr. Clary presented an overview of the relatively new IPG
program at Dept. of Ecology to fund analysis of environmental remediation, redevelopment concept and
planning, and implementation strategy and funding for suspected brownfield sites. Mr. Darling then
explained how this site would be appropriate for the IPG program and the process and timeline for
proceeding as well as describing some sample projects around the state that have been funded under the
program.
Additional Edits to Title 17 -Council Planning Committee
Planning Director Ryan Larsen reminded the assembly that during the 2012 Comprehensive Plan and
Development Regulation Amendment docket cycle the City received suggested edits to AMC Title 17
from a community member which Council referred to the Planning Committee to review rather than
moving them forward onto the docket. Mr. Larsen presented the Planning Committee's review and
recommendation of each of the 122 suggested changes and asked for feedback from the full Council on
those recommendations. Councilmembers discussed a number of the items including numbers 2, 18, 20,
29, 31, 33, 34, 35, 39, 40, 51, 53, 54, 56, 57, 58, 69, 72, 75, 77, 78, 80, 82, 83, 84, 85, 94, 97, 99, 103,
113 and 119. Mr. Larsen advised that the materials would go back to the Council Planning Committee in
September for more work based on the feedback from the evening's discussion.
There being no further business, at approximately 8:30 p.m. the regularly scheduled Anacortes City
Council study session of July 8, 2013 adjourned.
