HomeMy WebLinkAbout2013-07-22 City Council Minutes Approved OS�Y 0� cOR„ City Council Study Session Minutes—July 22, 2013 At approximately 7:00 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council study session of July 22, 2013 to order. City Councilmembers Eric Johnson, Ryan Walters, Erica Pickett, Brad Adams, Bill Turner, Cynthia Richardson and Brian Geer were present. Fidalgo DanceWorks Presentation Cortland Weaver, Managing Director of Fidalgo DanceWorks, and Tim Brown, Executive Director of Anacortes Community Theatre (ACT), presented an update on the performing arts in Anacortes and the need for a larger, modern performance venue to serve their groups and others. Mr. Brown summarized the performances and classes offered by ACT in its 100-year-old building and said the group is operating beyond maximum capacity for its space. Mr. Weaver summarized the classes, annual performances and community events offered by Fidalgo DanceWorks which rehearses and teaches in its own facility but performs in Brodniak Hall, subject to scheduling constraints. Mr. Brown and Mr. Weaver explained their facility needs and said that when the community conversation about a new performing space begins, they want to be at the table. Both directors emphasized that expanded facilities would allow them to draw more out of town spectators and performers to Anacortes. Finance Update Finance Director Steve Hoglund presented an update on the City's finances through the second quarter of 2013. Mr. Hoglund announced that sales tax and real estate excise tax revenues are both up compared to last year. He summarized general fund revenues by source and concluded that overall 53.7% of budgeted general fund revenue has been received at 50%through the year. Mr. Hoglund then summarized general fund expenditures year to date which are right at 50% of budget at the end of second quarter. He explained some of the front loaded expenses that will make the year end picture even stronger. Mr. Hoglund then reviewed the revenues and expenditures year to date in the other funds with nothing unusual to report. He explained the expenses that are not evenly distributed throughout the year but fall disproportionately in either the first or second half of the year and concluded that overall in these funds revenues are at 51% of budget and expenditures are at 46% of budget as of mid-year. Councilmembers inquired about the revenue impacts from destination based sales tax and altered spending habits during the closure of the 1-5 bridge earlier in the year. Executive Session: Collective Bargaining115 minute At 7:45 p.m. Mayor Maxwell announced that the Council would move into executive session for approximately 15 minutes for the purpose of discussing collective bargaining per RCW 42.30.140(4)and would then adjourn with no further action.
