City Council Minutes—January 14, 2013
At approximately 7:00 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council
study session of January 14, 2013 to order. City Councilmembers Eric Johnson, Ryan Walters, Erica
Pickett, Brad Adams, Bill Turner, Cynthia Richardson and Brian Geer were present.
2012 Comprehensive Plan Amendments
Planning Director Ryan Larsen introduced the one requested 2012 Comprehensive Plan Amendment
presented to and recommended for approval by the Planning Commission after its public hearing on
October 24, 2012. Mr. Larsen explained that the proposed amendment would update the Comprehensive
Plan to reflect accurate titles and dates of documents incorporated by reference. He said the 2012 docket
would come back before Council for a public hearing at the regular City Council meeting on January 22,
2013. Mrs. Richardson questioned whether some of the referenced documents belong in the
Comprehensive Plan at all and suggested deleting some of them. Mr. Walters agreed. Mr. Larsen said
that could be proposed for the next round of comprehensive plan amendments or for the 2016
comprehensive plan update. Mrs. Pickett and Mr. Adams concurred.
Conservation Easement Program Update
Parks and Forestlands Manager Jonn Lunsford updated Council on the status of the ACFL Conservation
Easement Program (CEP). He explained the purchase of 160 acres of Sewer Department land by the
Parks and Recreation Department for incorporation into the ACFL and the process of placing
conservation easements on that acreage which was not part of the ACFL when the CEP program was
adopted. Mr. Turner suggested raising the cost of conserving an acre. Councilmembers discussed the
appropriate rate for conserving acreage going forward and the required size of the Forest Endowment
Fund to support ACFL maintenance. Mrs. Pickett provided some historical background on the $1000 per
acre price established in 1998. Mr. Lunsford asked for Council input on additional City property
contiguous with the ACFL that might become eligible for the CEP and indicated he would bring 163 acres
back before Council at a regular meeting for formal action to place easements on it.
There being no further business, at approximately 7:50 p.m. the regularly scheduled Anacortes City
Council study session of January 14, 2013 adjourned.
