HomeMy WebLinkAbout2013-02-25 City Council Minutes Approved o Y of4, cOR„ City Council Minutes—February 25, 2013 At approximately 7:00 p.m. Mayor Pro Tem Erica Pickett called the regularly scheduled Anacortes City Council study session of February 25, 2013 to order. City Councilmembers Eric Johnson, Ryan Walters, Erica Pickett, Brad Adams, Cynthia Richardson and Brian Geer were present. Bill Turner was absent. Mrs. Pickett welcomed County Commissioner Ron Wesen to the audience. Recreation Coordinator Nicole Johnston reported on the 9th Annual Daddy Daughter Dance held at the Depot over the weekend with 275 participants. Ms. Johnston thanked the long list of sponsors and donors who supported the highly successful event. Review Attorney Edits to Titles 16, 17, 18 and Proposed Title 19 Mr. Larsen introduced Attorney Susan Elizabeth Drummond who had been engaged to review and edit the draft of the referenced documents. Mr. Larsen said following Council's review of Ms. Drummond's suggested revisions he would like Council to review the document chapter by chapter at study sessions beginning on March 11, 2013 and then hold a public hearing on the final draft. He said he hoped Council could adopt the final 2010 Comprehensive Plan amendments by September 2013, possibly sooner. Ms. Drummond then reviewed with Council her suggested edits as summarized in her February 13, 2013 memo to Council. She emphasized that her suggestions were primarily to streamline the document and to address questions raised by Council and that her suggested changes were not legally required. After her presentation Ms. Drummond responded to questions from councilmembers. Mr. Walters noted that Ms. Drummond's highlighting was not visible on the copy of the documents posted on the City website. He also asked that PDF files posted on the website be made available in a native electronic format that is selectable and searchable. Mrs. Richardson and Mr. Johnson concurred. Councilmembers discussed a number of issues to be resolved during subsequent Council review of and public hearing on the documents. Public Works Annual Update, Performance Measures Public Works Director Fred Buckenmeyer briefed Council on 2012 projects and achievements of the Public Works Department including the Water Treatment Plant improvement project; South Fidalgo Bay Road, Phase II; Safe Routes to School, Phase I; 9th Street sidewalk reconstruction; N Avenue Park reconstruction; Depot Plaza, Phase II; annual NPDES permitting; waterline replacements; L Basin sewer I&I reduction project; City Hall sewer repair; City Shop paving project; N Avenue emergency sewer repairs; street lighting at the public library; Fidalgo Bay Road improvements; and updated Engineering Standards. He said 2013 projects will include a roundabout at 22"d Street and R Avenue. Mr. Buckenmeyer described a number of projects completed at the Wastewater Treatment Plant, the Water Treatment Plant and the water pump stations. He then outlined an array of projects undertaken by the Operations Department. Finally Mr. Buckenmeyer reviewed and answered questions about the Public Works Department 2012 Performance Measures which are available on the City website. There being no further business, at approximately 8:25 p.m. the regularly scheduled Anacortes City Council study session of February 25, 2013 adjourned.
