HomeMy WebLinkAbout2013-02-11 City Council Minutes Approved c,1 Y 0� cOR„ City Council Minutes—February 11, 2013 At approximately 7:00 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council study session of February 11, 2013 to order. City Councilmembers Eric Johnson, Ryan Walters, Erica Pickett, Brad Adams, Bill Turner, Cynthia Richardson and Brian Geer were present. City Work Crew 2012 End of Year Report Police Chief Bonnie Bowers provided a Jail Alternatives Update. The Chief described what is included in jail bills, summarized the annual bills since 2009, and described the cost mitigation measures and jail alternatives currently being pursued including the successful work program begun mid-year in 2011. Chief Bowers also provided an update on the new diversion program. Arts Commission Update Parks and Recreation Director Gary Robinson introduced Arts Commission members Kathy Clarke, Rita James, Lanny Bergner, Karla Locke, Terry MacDonald, Betsy Humphrey and Laura Hamilton. Mr. Robinson announced that WSDOT had given approval to install the Aerie sculpture in the SR20 and Commercial Avenue roundabout. Kathy Clarke updated Council on the loaned sculpture program. Rita James reported on opportunities to expand public art in the city in collaboration with other entities. Lanny Bergner presented a proposal for an Art on the Rails project to install public art along the corridor of existing rail lines on 9th Street, Market Street, and 4th Street to connect Commercial Avenue to the Depot. 2016 Comprehensive Plan Update Conversation Planning Director Ryan Larsen reported on the 2016 comprehensive plan update process. He described the plans for a March 13, 2012 public meeting before the Planning Commission to solicit public input to define the scope of the process after which Council would deliberate on the results. He presented a revised schedule for the stages of the process. Auto Magic Awards Mrs. Pickett reported on the AutoMagic program to encourage the public to share a ride, walk, bicycle or take public transportation. She recapped the winners from the first two years and announced the winner for 2012, Westminster Presbyterian Church. Mayor Maxwell presented a certificate to Ron Larson representing Westminster. Mr. Larson said the church is still deciding where it will direct the award funds and urged the City to encourage greater participation in AutoMagic. There being no further business, at approximately 7:55 p.m. the regularly scheduled Anacortes City Council study session of February 11, 2013 adjourned.
