City Council Minutes—August 26, 2013
At 7:00 p.m. Mayor Dean Maxwell called the continued Anacortes City Council meeting of August 19,
2013 to order. Eric Johnson, Ryan Walters, Erica Pickett, Brad Adams, Bill Turner, Cynthia Richardson
and Brian Geer were present.
Contract Modification: WWTP Outfall Modifications (13-020-SEW-001)
Public Works Director Fred Buckenmeyer requested Council approval of an amendment to contract
13-020-SEW-001 with Parametrix, Inc. for engineering services associated with the Wastewater
Treatment Plant(WWTP) Outfall Modifications project. Mr. Buckenmeyer explained that as part of the
Port of Anacortes Guemes Channel dredging project the Port must temporarily remove the WWTP outfall
and then reinstall it on new piling, which requires permission from the Washington State Dept. of Ecology
to modify the City's NPDES permit. In May the City contracted with Parametrix for plan review, computer
modeling, and preparation of an engineering report to support that permit modification. Mr. Buckenmeyer
reported that due to changes in the timing of the Port project and in the Port's pile cap design, Parametrix
would be required to perform work outside its original scope. He recommended authorizing an
amendment to the Parametrix contract in the amount of$27,696.16. Mrs. Pickett moved, seconded by Mr.
Geer, to approve the change order with Parametrix. Vote: Ayes—Johnson, Walters, Pickett, Adams,
Turner, Richardson and Geer. Motion carried.
There being no further business, at approximately 7:05 p.m. the continued Anacortes City Council
meeting of August 19, 2013 adjourned.
City Council Study Session Minutes—August 26, 2013
At approximately 7:05 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council
study session of August 26, 2013 to order. City Councilmembers Eric Johnson, Ryan Walters, Erica
Pickett, Brad Adams, Bill Turner, Cynthia Richardson and Brian Geer were present.
Willette Business Park
Planning Director Ryan Larsen provided an overview of the concept for the City's Willette Business Park.
Mr. Larsen described the soft marketing performed to date. He then introduced a draft Request for
Qualifications (RFQ)to select a real estate broker or firm to perform market analysis, develop strategies
for marketing and leasing the property, assist with negotiation of leases, coordinate real estate appraisals
if necessary, coordinate transaction closings and handle all other customary activities and services
associate with real estate transactions. Larsen discussed different models for leasing similar properties.
He then reviewed the draft RFQ in detail. Mayor Maxwell recalled the donation of the property to the City
by Floyd and Mary Willette and thanked the Willette family for its generosity.
Don Wick, Executive Director at the Economic Development Association of Skagit County(EDASC),
described how EDASC works with cities in the county to market properties such as the Willette Business
Park. He reported that the investment market has picked up considerably in the past seven or eight
months. Mr. Wick then addressed questions from councilmembers about marketing strategies.
Mr. Larsen addressed questions from councilmembers about plans for selecting and working with the
consultant. Councilmembers discussed whether the Council needed to explicitly state whether its
intention is to sell or lease the property before the consultant begins work. Mayor Maxwell advised that
the intent is for the property to provide long term income for the general fund but urged leaving maximum
flexibility. Mrs. Richardson suggested one additional item for the RFQ Submittal Content Requirements
and asked that a councilmember sit on the committee to select the consultant.

Draft RFP -2016 Comprehensive Plan Periodic Update
Mr. Larsen presented a draft Request for Proposals (RFP)for a consultant to assist City staff with
preparation of the 2016 Comprehensive Plan update. He reviewed the thirteen-page draft in detail and
solicited Council feedback on same. Councilmembers inquired about the order of tasks in the RFP and
offered several modifications. Councilmembers Richardson and Walters suggested that the City consider
adding a staff member to the Planning Department to work with the consultant on the update. Mr. Larsen
advised that there is no state grant funding available to the City of Anacortes for the 2016 update.
CDBG -Notice of 15 Day Public Comment Period for End of Year Report-CAPER
Mr. Larsen presented the Consolidated Annual Performance and Evaluation Report(CAPER)for the
City's 2012/2013 Community Development Block Grant(CDBG)and notified Council and the public that
the required fifteen-day comment period for the CAPER would be August 28, 2013 through September
11, 2013. He said the CAPER was available on the City website, at the Anacortes Public Library and at
the Anacortes Housing Authority and that comments should be submitted in writing to Joann Stewart in
the Planning Department. Mr. Larsen then summarized the projects funded in the 2012/2013 plan year
including the 28tn Street Playground and Skagit County Community Action Agency Human Services
programs.
Mayor Maxwell invited councilmembers to attend two events on Wednesday, August 28: a 9:00 a.m. kiosk
unveiling for Trail Tails at the Fidalgo RV Park and a 10:00 a.m. Guemes Channel Trail photo op with
Congressman Rick Larsen and State Representative Kris Lytton.
