City Council Minutes—August 19, 2013
At 7:00 p.m. Mayor Pro Tern Erica Pickett called the regularly scheduled Anacortes City Council meeting
of August 19, 2013 to order. Roll call found present: Eric Johnson, Ryan Walters, Erica Pickett, Brad
Adams, Bill Turner and Cynthia Richardson. Brian Geer was absent. The assembly joined in the Pledge
of Allegiance.
Minutes of Previous Meeting
Mr. Walters moved, seconded by Mr. Adams, that the minutes of August 5, 2013 and August 12, 2013 be
approved with a correction to line 12 of the next to last paragraph of the August 5, 2013 minutes to
replace the word "invoice"with the word "ordinance". Vote: Ayes—Walters, Pickett, Adams, Turner,
Richardson and Johnson. Motion carried.
Citizen Hearings
No one present wished to speak.
Mayor/Council Communication and Committee Reports
Mr. Adams reported from the Parks and Recreation Committee meeting earlier in the evening. He said
topics discussed included the new Washington Park trail system map, high participation in recreation
programs, an update on the milfoil removal project at Heart Lake which was interrupted by a potentially
toxic algae bloom in the lake, the progress on the SHIP interpretive trail. Mr. Adams also commented that
the Depot is a very nice rental venue for weddings and other events.
Mr. Johnson reported citizen concerns about unsecured lids on trash and recycling containers and said
he had spoken with the Solid Waste department about how to address those concerns with the new
automated front loading sanitation trucks.
Mr. Walters reported on the National Night Out community policing events held in other cities and
suggested Anacortes think about participating next year as a community building event.
Consent Agenda
Mrs. Richardson moved, seconded by Mr. Johnson, to approve the Consent Agenda. Vote: Ayes—
Pickett, Adams, Turner, Richardson, Johnson and Walters. Motion carried.
Approval of Vouchers/Cancellation of Checks
Council voted unanimously that the following vouchers/checks audited and certified by the City's Auditing
Officer(Finance Director) and subsequently reviewed and approved by the Council Finance Committee
on August 8, 2013 and August 15, 2013 are approved for payment as of August 19, 2013.
Claims: Check Numbers 69446 through 69609 in the total amount of$636,684.40
EFT Claims: Check Number 69445 in the total amount of$961.00
Contract Award: Citywide Safety Projects
Assistant City Engineer Eric Shjarback requested Council approval to award a contract for Citywide
Safety Projects which includes safety improvements within the right-of-way of R Avenue between 22nd
Street and 34th Street, 8th Street and 0 Avenue, and 4th Street between 0 Avenue and R Avenue. Mr.
Shjarback briefly described the work to be performed at each location. He said that on August 7, 2013 the
City opened the one bid it received in response to its advertisement which was from Bianchi, LLC out of
Oak Harbor in the amount of$195,033.40. Mr. Shjarback explained that the bid was slightly higher than
the Engineer's Estimate of$174,559 but was still well within the$228,000 of federal grant funding
remaining for the project and recommended awarding the contract. He answered affirmatively to Mrs.

Richardson's question as to whether the bid and the contractor had been checked out and found to be
sound. Mr. Shjarback addressed councilmember questions about the safety grant, the design of the
safety improvements, and the current bidding climate. Mr. Turner moved, seconded by Mr. Johnson, to
approve the contract with Bianchi, LLC in the amount of$195,033.40. Vote: Ayes—Adams, Turner,
Richardson, Johnson, Walters and Pickett. Motion carried.
Mr. Shjarback provided a status report on the 22"d Street and M Avenue project.
There being no further business, at approximately 7:25 p.m. Mrs. Pickett continued the regularly
scheduled Anacortes City Council meeting of August 19, 2013 to 7:00 p.m. on August 26, 2013 in the City
Council chambers for the purpose of consideration and possible action on Contract Modification: WWTP
Outfall Modifications (13-020-SEW-001).
