City Council Minutes—August 12, 2013
At 7:00 p.m. Mayor Dean Maxwell called the continued Anacortes City Council meeting of August 5, 2013
to order. Eric Johnson, Ryan Walters, Erica Pickett, Brad Adams, Bill Turner, Cynthia Richardson and
Brian Geer were present.
Resolution 1868: Authorizing Execution of Bargaining Agreement between the City of Anacortes
and the Commissioned Police Guild for Calendar Years 2013 and 2014
Human Resources Director Emily Schuh presented Resolution 1868 authorizing execution of a two-year
collective bargaining agreement with the police guild for the calendar years 2013-2014. Ms. Schuh
reported that the agreement was substantively the same as that reviewed during the City Council
executive session on July 22, 2013. She noted the one difference between the final agreement and the
version printed in the City Council packet for the meeting, which she had emailed earlier to
councilmembers and which was a wording change only with no financial impact. Ms. Schuh added that
the terms of the agreement are consistent with what similar departments are agreeing to elsewhere.
Mr. Geer moved, seconded by Mr. Johnson, to approve Resolution 1868 authorizing execution of a
bargaining agreement between the City of Anacortes and the Commissioned Police Guild for calendar
years 2013 and 2014. Vote: Ayes—Johnson, Walters, Pickett, Adams, Turner, Richardson and Geer.
Motion carried. Guild president Officer Terrence Clifford expressed the Guild's appreciation to Council for
approving the contract.
There being no further business, at approximately 7:03 p.m. the continued Anacortes City Council
meeting of August 5, 2013 adjourned.
City Council Study Session Minutes—August 12, 2013
At approximately 7:03 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council
study session of August 12, 2013 to order. City Councilmembers Eric Johnson, Ryan Walters, Erica
Pickett, Brad Adams, Bill Turner, Cynthia Richardson and Brian Geer were present.
Green Power Community Challenge Update
Facilities Manager Russ Pittis provided a quick update on the Puget Sound Energy Green Power
Community Challenge and handed out copies of the promotional brochure that will be included with city
utility bills mailed in October. Mr. Pittis reported that Anacortes is only 51 customers shy of meeting its
goal of having 550 customers in the 98221 zip code signed up for Green Power by the end of the year.
He reported on the publicity to date and planned for the next few months. Several of the elected officials
present indicated they had already signed up at home. Mr. Walters encouraged citizens to participate so
Anacortes can earn up to $40,000 for a new solar array for the community.
BARS Restructuring Update
Senior Accountant Philip Steffen provided an update on the restructuring of the City's chart of accounts
that went into effect in 2013 as required by the State Auditors Office. Mr. Steffen summarized the reasons
for the state-mandated changes and the benefits of the new structure. He then explained how the 2014
budget will be presented for review and discussion using the new chart of accounts and walked through
some examples. Mayor Maxwell observed that the new format will make it easier for staff to share more
detail about the types of expenditures budgeted in each account.
