City Council Minutes—April 8, 2013
At approximately 7:00 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council
study session of April 8, 2013 to order. City Councilmembers Eric Johnson, Ryan Walters, Erica Pickett,
Brad Adams, Bill Turner, Cynthia Richardson and Brian Geer were present. Also in attendance were
Planning Commissioners John Archibald, Cory Ertel, Marty Laumbattus, Lin Folsom, Sherri Muntean and
Laurie Gere; Port of Anacortes Commissioners Bob Eberle, Ray Niver and Bill Short; Chamber of
Commerce Board members Peggy Flynn, Kathy Larson and Curt Oppel; and Port of Anacortes Executive
Director Bob Hyde.
JOINT MEETING: Port and City re: Depot/North Marina Area Planning Results
Julie Bassuk and Rachel Miller of MAKERS Architecture & Urban Design presented an overview of the
public planning process for the Cap Sante Marina North and West Basin Concept Plan to connect
downtown through the Depot site to the marina. They reported on the findings from three public
workshops, presented a revised concept plan synthesizing public responses to prior drafts, and engaged
in more detailed discussion of some key elements of the plan including an event center, wetland
preservation, an extension of 6th Street, a permanent dog park, RV parking, a boat ramp, and parking to
support all the proposed uses.
At approximately 8:18 p.m. Mayor Maxwell called a ten minute break. The Planning and Port
Commissioners adjourned. At 8:28 p.m. the mayor called the meeting back to order.
PSE Green Power Presentation
Pinky Vargas, Efficiency Outreach Manager from Puget Sound Energy, invited Anacortes to participate in
the Green Power Challenge against four other cities (Bainbridge Island, Kirkland, Snoqualmie and
Tumwater)to increase enrollment in the Green Power program. Ms. Vargas said the cities that met their
enrollment goals would win a $20,000 solar installation grant and the one city with the highest percentage
of new participants would double that grant. Ms. Vargas summarized the benefits of choosing renewable
energy from PSE. She urged elected officials and staff to encourage local residents and businesses to
sign up for Green Power.
City Council Procedures
Human Resources Director Emily Schuh introduced a discussion of City Council procedures using a draft
prepared by councilmembers Pickett, Richardson and Johnson in August 2012 based on the existing
1995 City Council procedures. Mrs. Richardson explained the formatting of the document.
Councilmembers, the mayor and City Attorney Brad Furlong discussed the first twelve pages of the draft,
ending at Section 6, page by page and offered suggestions for revisions. Given the late hour the mayor
suggested continuing the discussion at a future meeting and councilmembers concurred.
There being no further business, at approximately 10:00 p.m. the regularly scheduled Anacortes City
Council study session of April 8, 2013 adjourned.
