HomeMy WebLinkAbout2013-04-22 City Council Minutes Approved C.) cOR„ City Council Minutes—April 22, 2013 At approximately 7:00 p.m. Mayor Dean Maxwell called the regularly scheduled Anacortes City Council study session of April 22, 2013 to order. City Councilmembers Eric Johnson, Ryan Walters, Erica Pickett, Brad Adams, Bill Turner, Cynthia Richardson and Brian Geer were present. County Jail Provisional Agreement Update Tim Holloran, Skagit County Administrator, provided an update on the draft provisional agreement between the cities of Anacortes, Mount Vernon, Burlington and Sedro-Woolley and Skagit County regarding use and financing for the construction and operation of a new Skagit County jail facility. He introduced County Commissioner Ron Wesen, Sheriff Will Reichardt and consultants Marc Estvold and Susan Musselman. Mr. Holloran said that a resolution must be submitted to the County Auditor by May 10 to get the measure onto the August 2013 ballot and that the County Commissioners would be signing and submitting a resolution on Monday to do that. He said he hoped that the other parties to the provisional agreement would support the concept presented. Mr. Halloran outlined the terms of the provisional agreement and said it would form the basis for a subsequent interlocal agreement. Ms. Musselman addressed questions from councilmembers about the funding mechanisms. Mrs. Pickett inquired whether Council needed to hold a special meeting on April 29, 2013 to take action on the provisional agreement. Mayor Maxwell said Anacortes had until May 9 to forward its decision to Skagit County in time for the May 10 filing deadline so Council could consider the agreement for action at its regular meeting on May 6, 2013 after City Attorney Brad Furlong was back in town and had a chance to review it. Wastewater Treatment Plant Blower Diffuser Project Public Works Director Fred Buckenmeyer introduced a presentation on the recent Wastewater Treatment Plant blower/aeration system upgrade that has achieved extraordinary energy savings in plant operations. Wastewater Treatment Plant Manager John Franz reviewed the operation of the aeration system, the history of the project during 2010-2012, and the resulting savings of both energy and cost. Mr. Franz reported that WWTP staff both designed and installed the equipment rather than hiring contractors and did an outstanding job. He added that PSE reimbursed 61% of the expense. After final adjustments to the system the total project cost was $101 K after grant reimbursement and the estimated annual savings in electricity expense is$57K/year so the project will pay for itself in 22 months. The mayor and councilmembers congratulated staff on this remarkable achievement. 2016 Comprehensive Plan Update -Review Public Participation Plan Planning Director Ryan Larsen presented the Draft Public Participation Plan for the 2016 Comprehensive Plan Periodic Update including suggestions from the Planning Commission provided at its March 27, 2013 meeting. Mr. Larsen reviewed the plan item by item as well as the suggestions from the Planning Commissioners. Councilmembers suggested various additional means of gathering public input and structuring the update process. Mr. Larsen advised that staff would revise the draft plan based on the comments received from both bodies. Proposed Revisions to AMC Title 10 Vehicles and Traffic Assistant Planning Director Don Measamer introduced a discussion of large vehicle parking in residential neighborhoods, a topic last discussed by Council in June of 2012. Mr. Measamer suggested some revisions to AMC Title 10 to address parking of boats, trailers, RVs, and any other vehicle more than 80 inches wide in street or alley right of way in or bordering residential zones. Mr. Measamer said the proposed language would also revise the code to be consistent with RCW 46.61.295 regarding U turns. Mr. Measamer then referred to other changes to the chapter suggested by Mrs. Richardson. Council engaged in extensive discussion regarding parking of large vehicles. Mr. Measamer offered to rewrite the entire chapter and bring it back to a study session at the end of May with an eye towards possible adoption in June. Councilmembers suggested referring the chapter back to committee for review. Mr. Measamer concluded with an update on efforts to provide parking for residents of the Wilson Hotel.
