At approximately 7:00 p.m. Mayor Laurie Gere called the continued Anacortes City Council meeting of
July 21, 2014 to order. City Councilmembers Eric Johnson, Ryan Walters, Erica Pickett, Brad Adams, Liz
Lovelett, John Archibald and Matt Miller were present.
Contract Award: City Hall Exterior Paint Project
City Engineer Matt Reynolds requested Council approval of a contract to paint the exterior of City Hall
which was last painted in 1991. Mr. Reynolds explained the public vote that selected the color scheme.
He reported that staff had solicited bids from five contractors off the Small Works roster and received two
proposals, the lowest being from H.S. Wold Co. Inc. in the amount of$60,260.90 including sales tax. Mr.
Reynolds recommended awarding the contract to Wold. Mr. Adams moved, seconded by Ms. Pickett, to
award the painting contract to H.S. Wold Co. Inc. in the amount of$60,260.90. Mr. Walters stated that
painting the building is ill advised given current consideration of a new City Hall and suggested that
painting the building could be put off another five years. Mr. Adams observed that painting protects and
preserves buildings from weather damage and that the building needs to be preserved regardless of what
its eventual use may be. Vote: Ayes—Johnson, Pickett, Adams, Lovelett, Archibald and Miller. Nays—
Walters. Motion carried.
Contract Modification: Q/R Avenue Paving Project, Phase 2 (14-007-TRN-003)
Mr. Reynolds requested Council approval of a Change Order No. 1 to the current contract with Lakeside
Industries, Inc. for Q and R Avenue Paving, Phase 2. He advised the project will begin on August 18. He
said the change order would extend the milling and 3" asphalt overlay to 30th Street between R and T
Avenues. Mr. Reynolds explained that because the bid came in at a good price and because of
economies of scale while the contractor is already mobilized in the area, the 30th Street segment could be
added to the contract cost effectively. Ms. Pickett moved, seconded by Mr. Johnson, to authorize the
mayor to execute Change Order No. 1 to the contract with Lakeside Industries for Q and R Avenue
Paving, Phase 2. Vote: Ayes—Walters, Pickett, Adams, Lovelett, Archibald, Miller and Johnson. Motion
carried.
There being no further business, at approximately 7:07 p.m. the continued Anacortes City Council
meeting of July 21, 2014 adjourned.
