At 7:13 p.m. Mayor Laurie Gere called the Anacortes City Council study session of September 28, 2015 to
order. Roll call found present City Councilmembers Eric Johnson, Ryan Walters, Erica Pickett, Brad
Adams, Liz Lovelett, John Archibald and Matt Miller.
Municipal Stormwater Permit Review/Update
Public Works Director Fred Buckenmeyer introduced Victor Garcia and Michael Stark, citizen partners in
the city's stormwater quality efforts. Mr. Garcia, advisor for the Anacortes High School Green Club,
introduced club Officer Dylan Shepherd, who played the club's video, "A Last Ditch Effort,"describing the
building of the demonstration rain garden on the Orr property at 32nd Street and I Avenue. Mr. Garcia said
the club is excited about the updates to the stormwater runoff policies, has plans for a bioswale behind the
bowling alley, and is looking forward to helping incorporate best practices into the new high school
building. Mr. Stark introduced Everett Chu from Azusa Farm and Gardens which supplied the plants for the
rain garden.
Public Works Director Fred Buckenmeyer then presented a slide show overview of the city's NPDES
(National Pollutant Discharge Elimination System) Phase II permit program. His presentation was included
in the evening's Council packet. Mr. Buckenmeyer advised of the growing visibility of NPDES in the city's
budget and operations. Following his presentation Mr. Buckenmeyer responded to councilmember
questions about herbicide application practices, incorporation of low impact development best
management practices into the development code, targeting efforts based on outfall testing, and
enforcement to discourage illicit discharges. Mr. Walters noted the public outreach and education
requirements of the permit and urged more programming with the Green Club in favor of the existing
contract with the Skagit Conservation District. Councilmembers and Mayor Gere thanked the Green Club
members and advisers for their efforts on the rain garden and for their wonderful presentation.
There being no further business, at approximately 7:40 p.m. the Anacortes City Council study session of
September 28, 2015 adjourned.
