Anacortes City Council Minutes - December 22, 2025
Call to Order
Mayor Matt Miller called to order the December 22, 2025, Anacortes City Council meeting at 6:00 p.m.
Councilmembers TJ Fantini, Ryan Walters, Anthony Young, Carolyn Moulton, Bruce McDougall and Amanda
Hubik were present.
Councilmember Christine Cleland-McGrath was absent, but Ms. Moulton suggested she may join later online.
Pledge of Allegiance
The assembly joined in the Pledge of Allegiance.
Announcements and Committee Reports
Mayor Miller noted Thursday the 25th and Thursday Jan 1st were both holidays and city hall would be closed,
and solid waste customers on those days would be picked up per the holiday schedule.
He also noted this was the last council meeting of the year as Monday, December 29th, is the 5th Monday of the
month.
Mr Fantini recognized Mayor Miller's work over the past 4 years as mayor with some kind words.
Public Comment
Public comment was given as follows:
Linda Martin of Anacortes addressed the Council and expressed thanks to the Council for their good work, and
in particular noted Ms. Hubik and Mayor Miller for their time and service, and wished incoming Mayor Walters
good luck.
Suzanne Rohner of Anacortes addressed the Council, thanking Mayor Miller and wishing incoming Mayor
Walters good luck.
Consent Agenda
Mr. Walters removed item 5.c. Contract Award: 2026 City of Anacortes Prosecutor Services #26-035-LEG-001,
from the Consent Agenda, as the contractor in question is a relative of Mr. Walters.
Ms. Hubik moved, seconded by Mr. Young, to approve Consent Agenda items 5.a. Minutes of December 15,
2025, and 5.b. Approval of claims in the amount of $841,891.20. The motion carried unanimously by voice
vote.
The following vouchers/checks were approved for payment:
EFT numbers: 114354 through 114403, total $476,470.27
Check numbers: 114404 through 114427, total $339,479.18
Wire transfer numbers: 381393 through 381673, total $25,941.75
Ms. Moulton moved, seconded by Ms. Hubik, to approve Consent Agenda item 5.c. Contract Award: 2026 City
of Anacortes Prosecutor Services #26-035-LEG-001. The motion carried unanimously by voice vote with Mr.
Walters abstaining.
Adjournment
Mayor Miller recognized and thanked Ms. Hubik for her service as a councilmember.
Before adjourning the meeting, Mayor Miller asked if council members had any comments they wished to
make.

Each of the council members took time to make kind and professional comments regarding the service provided
by both Mayor Miller and Councilmember Hubik.
Mayor Miller then made comments addressing the council and the public regarding his many years on the
council, and in the mayor's office.
There being no further business, at approximately 6:28 p.m. the Anacortes City Council meeting of December
22, 2025, was adjourned.
