ANACORTES SENIOR HOUSING
INTRODUCTION:
Anacortes Senior Housing includes the construction of a building,parking and utilities on a 0.87 acre site adjacent to a
similar 2 acre facility constructed in 1997. This report is a revision to a report dated June 13,2000 and plans approved
November 22,2002.This former project was not constructed and included development over Lots 1 to 4,inclusive,Block 56,
Map of the City of Anacortes, located in the southwest corner of Twelfth Street and"O"Avenue, in a portion of the NE 1/4,
Section 24,T. 35 N.,R. 1 E.,W.M. The current and expanded project includes development over all of the north half of
Block 56,Lots 1 to 8 plus the former rail road right of way.
aThe Santa Barbara Urban Hydrograph Method(SBUH)was used to determine the volume and rate of storm runoff that
would be generated from this development. Calculation of the hydrographs was with the WaterWorksTM Version 2.7
computer program by Engenious Systems,Inc.
Methodology for determining allowable release and stormwater detention volumes follows the Stormwater Management
Manual for the Puget Sound Basin(SWMM),February 1992,by Washington State Department of Ecology(DOE). This half
acre site was treated as new development.
HYDROLOGIC DATA:

EXISTING CONDITIONS:
The existing site was modeled as one basin. The site generally slopes from the west to the east at an approximate slope of 8
percent. It was assumed that no offsite runoff would contribute to the proposed stormwater system. Any proposed
development to the south of the site in Block 56 should be required to provide its own stormwater system that would
discharge to Twelfth Street.

DETENTION SUMMARY:
The proposed detention pipe is modeled as 140 lineal feet of 5.5-foot(66-inch)diameter corrugated metal pipe. Connection
of the 5.5-foot diameter pipe to the manholes is with 3-foot diameter pipe. The proposed detention system provides 3326
cubic feet of storage at a stage of 13.5 feet. Pipe cover is greater than the 21 inches required. Plan,profile and details are
shown on Sheets 3 and 5 of the Construction Plans. A stage storage table can be found in the computer program output
Qlocated in Appendix A.
WATER QUALITY:
Water quality is provided by the permanent pool in the bottom of the detention pipe. Permanent pool provides 1770 CF of
storage at a stage of 10.89 feet. Volume of the 6 month water quality storm event is 1634 cubic feet. SC oil/water separation
is provided by the outlet control structure.
OUTLET CONTROL STRUCTURE:
The control structure is a multiple orifice tee structure with outlet at elevation 10.89 in a Type 2,54-inch catch basin. The
12-inch diameter,two-orifice structure includes a 1.0-inch diameter orifice at elevation 8.89 feet,and a 3.0-inch orifice at
elevation 12.09. Top of the riser is located at elevation 13.2 feet for emergency overflow. A copy of the Outlet Control
Structure Detail is included as Sheet C8.

DOWNSTREAM CONDITIONS:
The discharge from the proposed detention system will discharge into an existing detention system designed in February
1996 by Ivan Kaliban,PE. This system was designed using the SCS method. For modeling the impact of the proposed
system on this existing system,the system was modeled using the SBUH method. Design input for this model was from the
report"STORM DRAINAGE CALCULATION for SECURITY INVESTORS,INC.",February 2, 1996 and a five sheet set
of plans by Mr.Kaliban,6/17/96.

OPERATIONS AND MAINTENANCE:
The Operations and Maintenance Manual is provided in Appendix B.
CONCLUSION:
The proposed underground detention system is designed to restrict the rate of release to one half the existing rate at the two
year storm and to match the rate of release for both the 10 year and 100 year events. Water quality is provided in the
permanent pool designed to equal the volume of the 6 month water quality design storm. The discharge from the proposed
system will be routed through an existing stormwater detention system designed and constructed in 1996. We do not
recommend any changes to this existing system which appears from the plans and report to operate per design with
appropriate freeboard. The peak stage of the existing system is only raised by 0.03 feet in the analysis.

Maintenance and operation of the drainage facilities is the responsibility of the property owner in
compliance with the maintenance standards. A copy of the Maintenance and Operation Manual, submitted
as part of the permit application shall be retained on-site, and shall be transferred with the property to the
new owner.
Maintenance of storm water detention systems is perhaps the single most important factor in assuring
satisfactory long term performance of the system. It follows that the lack of proper maintenance is the
single most important factor which causes unsatisfactory performance and in some cases system failure. It
is therefore essential that regular maintenance and cleaning of the system be an integral part of site
operations. The following maintenance tables are provided as a guide to the person in charge of
maintenance as to how often maintenance is required, what to look for, expected results, etc. A good
maintenance program will prolong the useful life of the system and reduce the likelihood of problems
occurring as the system ages.
