It is hoped that this will enhance in-house response time for fire and other emergencies. It has been my experience that our in-house ability to respond in timely fashion and to direct/assist with any required evacuation are and will be effective in the event of a genuine emergency. In contrast,the risks associated with a (potentially unnecessary) unassisted evacuation by 80, 90 and 100+YO residents attempting to negotiate stairs or venture outside in inclement weather preclude this as a realistic option. One is placed as per my verbal conversation with Dan Harju on 3/8/09. This one is placed for the fire dept response to North wing emergencies in stair well #100. (1 understand first response for the rest of the facility will be and always has been the main FACP in Lobby 291 on the 2"d floor). The other two annunciators are voluntary new additions to the system to better help nursing staff respond to emergencies. This is in line with the intent of WAC 212-12-035. 2 - No smoke detectors are shown in the facility trash rooms currently. Smoke detectors can be added to these locations though there is a very relevant concern for false alarming due to air particulates in such places. This poses two issues, unduly requiring fire department resources to investigate nuisance alarms, and the considerable impact of evacuating so many residents with special care needs. 3—Area of Rescue Assistance is shown as two systems: the existing system—no change, and the new system. At this time no method seems plausible to tie the two systems together. New ADA codes require different equipment than what is installed in the existing system so we can't use phone handsets and merely extend the existing system. Upgrading the existing system is very cost prohibitive, especially considering the facilities extensive upgrades of other life safety systems that are being,proposed. Also the value of such an upgrade is negligible since the facility is already upgrading the emergency call system. This system will provide wireless pendants to each resident which greatly exceeds the functionality of any fixed AOR station in case of emergency. These are the criteria for the basis of my design, at least as it relates to the redline comments. As always we are fully willing to cooperate with the City's direction, knowing everyone's bottom line is life safety. Thanks for your time in considering these things.
