Dear Mr. Mcasarnar;
It is my understanding the engineer of record, Mr.Clemens J. Russell. PE,is unavailable
to pursue construction responsibilities.The architect, Mr. David B. Haynes,AIA, has
requested that I perform the engineer of rrx W—V duties durirty construction. To this end I
have reviewed the structural plans, Sheets S-1 through 5-6,with revisions to Oct. 28, 1996
and structural caloulations dated f'ebruary S. 1996 with reviaiuus dated June 21, 1996.
I have made recommendations which have been included on the plans as a revision
dated November 20; 1906.
I will not be able to seal the plans which have been prepared by another engineer.
However, if details are added during the Bourse of the construction, I wilt seal all structural
revisions, I trust this will provide sufficient engineering supportfor you tO perform your
inspection duties.Should you have comments or questions regarding engineering aupaurt
throughout construction,please call me immediately.

Dear Don,
Pursuant to UBC 106.3.4.1, Engineer of Record, there is a need to change to Engineer of
Record for the Structural Engineering portion of the work.
This office has been unable to reach OR Engineering for over a month, with all the original
phone numbers provided to us are no longer in service. This necessitates a change in the
Engineer of Record.
The new Engineer of Record shall be:

Dear David,
During a phone conversation taking place on Oct. 25 th., 1996 you mentioned that the
original engineer of record for the Assisted Living Center project on O ave was no longer
available or, at best, difficult to contact, with this in mind it will be necessary to designate
a substitute engineer of record per 1994 UBC section 106.3.4.1. Please provide name,
phone number, and address as soon as possible to avoid possible project delays.
I would also like to reiterate that all proposed changes to the approved plans shall be
reviewed by the architect and engineer of record for compliance with applicable codes ,
stamped, then submitted to this department for review and approval. Proposed structural
changes to the approved plans , along with supporting calculations, will be sent out to a
consultant for review and approval. 1994 UBC sect. 106.4.1. When documents are
submitted which require an additional plan review,( sect.107.3 ) fees will be assessed per
1994 UBC table 1-A. The client or owner submitting documents which are reviewed by a
consultant shall incur the consultant fees plus any review fees necessary from this
department.
All proposed changes shall be approved by this department prior to incorporating said
changes at the site.
I have recently been notified by Gordon Bruchner that the engineering fees for work in the
city R.O.W have not yet been paid per city ordinances. Please contact Mr. Bruchner at
360-293-1919 as soon as possible to determine the amount.
