Mayor Laurie Gere called to order the regular Anacortes City Council meeting of January 4, 2016 at
6:00 p.m. Councilmembers Eric Johnson, Ryan Walters, Erica Pickett, Brad Adams, Liz Lovelett, John
Archibald and Matt Miller were present. The assembly joined in the Pledge of Allegiance.
Citizen Hearings
No one present wished to address the Council.
Mayor/Council Communication and Committee Reports
City Clerk Steve Hoglund administered the Oath of Office to re-elected councilmembers Ryan Walters
(Ward 1), Brad Adams (Ward 2) and Eric Johnson (Ward 3)for their terms beginning January 1, 2016 and
ending December 31, 2020.
Mr. Walters reported from the Public Works committee which met earlier in the evening. He said the
committee discussed with staff the 3MG tank rehabilitation/replacement project and funding for same,
possibly addressing the proposed Evergreen Island water comprehensive plan amendment as a change
to the Water System Plan, the success of the city's new drop box service, additional staffing for the
Engineering department, street capital projects slated for 2016, relocation of the water line on the high
school campus, ongoing discussions with Wave Cable regarding options for a citywide fiber optic
network, and grants received to fund 30% designs for roundabouts at 32"d Street and D Avenue and at
Oakes Avenue and Edwards Way. Mr. Johnson added that the public was invited to an open house on
January 12, 2016 from 4-7 p.m. regarding design for the South Commercial beautification efforts.
Mr. Adams complimented the new Anacortes sign on the Council dais. Mayor Gere thanked the Facilities
Department which procured the new sign from local supplier SignDog NW.
Mr. Johnson, mayor pro tem for 2014 and 2015, summarized the Council procedures specifying the
election of a mayor pro tem after each general election and the tradition of electing the most senior
councilmember to serve in that capacity for a two year term. Observing that senior councilmembers Mr.
Adams, Ms. Pickett and himself had each served during the prior six years, Mr. Johnson moved,
seconded by Mr. Adams, to elect Councilmember Ryan Walters as mayor pro tem for 2016 and 2017.
Vote: Ayes—Walters, Pickett, Adams, Lovelett, Archibald, Miller and Johnson. Motion carried. Mr.
Walters advised that he would email his colleagues to solicit their requests for committee assignments.
Consent Agenda
Ms. Lovelett moved, seconded by Ms. Pickett, to approve the following Consent Agenda items. Vote:
Ayes— Pickett, Adams, Lovelett, Archibald, Miller, Johnson and Walters. Motion carried.

NEW BUSINESS
Public Hearing: Ordinance 2967 regarding City's Assumption of Rights, Powers, Functions and
Obligations of Anacortes Transportation Benefit District No. 1
Public Works Director Fred Buckenmeyer introduced draft Ordinance 2967 by which Council would
assume all the rights, powers, immunities, functions and obligations of Anacortes Transportation Benefit
District No. 1 as allowed by Second Engrossed Substitute Senate Bill 5987 adopted by the Washington
State Legislature in 2015. Mr. Buckenmeyer summarized the administrative efficiencies that would be
realized. He recommended approval of the ordinance.
Mr. Adams clarified with Mr. Buckenmeyer that the TBD would continue to exist but that its governing
body would be the City Council rather than a separate TBD Board.
Mayor Gere opened the public hearing on Ordinance 2967. No one present wishing to address the
Council, the mayor closed the public hearing.
Mr. Johnson moved, seconded by Mr. Archibald, to approve Ordinance 2967 assuming the rights,
powers, functions and obligations of the Anacortes Transportation Benefit District No. 1. Vote: Ayes—
Adams, Lovelett, Archibald, Miller, Johnson, Walters and Pickett. Motion carried.
Executive Session (20 Minutes) per RCW 42.30.110 (b, c)
At approximately 6:20 p.m. Mayor Gere announced that Council would convene in Executive Session for
approximately 20 minutes to discuss a potential real estate transaction about which open discussion
could result in terms unfavorable to the City and that there would be no action taken following the
executive session.
There being no further business, at approximately 6:40 p.m. the Anacortes City Council meeting of
January 4, 2016 was adjourned.
