Mayor Laurie Gere called to order the regular Anacortes City Council meeting of July 11, 2016 at
6:00 p.m. Councilmembers Eric Johnson, Ryan Walters, Erica Pickett, Brad Adams and Matt Miller were
present. Councilmembers Liz Lovelett and John Archibald were absent.
Mr. Walters moved, seconded by Mr. Johnson, to excuse the absences of Mr. Archibald and Ms. Lovelett.
The motion passed by unanimous consent.
Announcements and Committee Reports
Planning Committee Report:
Mr. Adams announced that the committee meeting scheduled for earlier in the evening had been
cancelled and that a revised meeting schedule would be forthcoming.
Housinq Affordability and Community Services Committee: Mr. Johnson reported from the committee
meeting the previous Thursday. He said the meeting was very well attended by members of the public
and divided into three working groups. The social services group discussed a community center modeled
on the Concrete facility.
Public Comment
No one present wished to address the Council on any topic not already on the agenda.
Consent Agenda
Mr. Johnson removed agenda item 5b, Contract Agreement: Anacortes School District Facility Use, from
the Consent Agenda.
Ms. Pickett moved, seconded by Mr. Adams, to approve the following Consent Agenda items. The motion
passed unanimously by voice vote.
a. Approval of Claims in the amount of: $530,126.53
C. Contract Award: WWTP Outfall Repair Permit Applications &Acquisitions
The following vouchers/checks were approved for payment:
Voucher(check) numbers: 81159 through 81252, total $501,150.21
EFT numbers: 205109 through 205836, total $ $9,351.21
b. Contract Agreement: Anacortes School District Facility Use
Mr. Johnson observed that the proposed contract agreement was dated identically to an interlocal
agreement with the school district for maintenance and operation of recreational facilities. He asked the
difference between interlocal agreements and contracts and whether resolutions were required to
approve either or both. Parks and Recreation Director Gary Robinson explained the history of the city's
agreements with the school district for facilities maintenance and use. He distinguished between the
April 1, 2016 interlocal agreement regarding operation and maintenance of the Volunteer Park facilities,
which Council approved on May 2, 2016, and the proposed contract for reciprocal use of city and school
district facilities for recreational purposes at no charge to either party. City Attorney Darcy Swetnam
addressed the different format of the two agreements and confirmed that neither required adoption by
resolution but that all interlocal agreements required approval by City Council. Mr. Walters objected that
the proposed contract agreement was missing named designees in Paragraph 8, had already been
signed by the school district, and was dated and effective April 1, 2016. Mr. Walters moved, seconded by

Mr. Johnson, to approve Consent Agenda Item 5b, Contract Agreement: Anacortes School District Facility
Use. The motion carried 4 to 1 by voice vote with Mr. Walters voting against.
Executive Session (2 Hours) per RCW 42.30.110 (b, c)
At 6:10 p.m. Mayor Gere announced that City Council would convene in Executive Session for
approximately 2 hours to discuss a potential real estate transaction about which open discussion could
result in terms unfavorable to the City and that no action would be taken. The mayor then cleared the
Council Chambers except for those attending the executive session.
There being no further business, at approximately 7:50 p.m. the Anacortes City Council meeting of
July 11, 2016 was adjourned.
