HomeMy WebLinkAbout2016-09-06 City Council Minutes Approved City Council Minutes—September 6, 2016 Mayor Laurie Gere called to order the regular Anacortes City Council meeting of September 6, 2016 at 6:00 p.m. Councilmembers Eric Johnson, Ryan Walters, Erica Pickett, Brad Adams, Liz Lovelett, John Archibald and Matt Miller were present. The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports Mr. Walters reported that the Public Works committee scheduled for that afternoon had been cancelled. He shared a staff update on the D Avenue paving schedule. Mr. Walters suggested that staff provide briefings at Council meetings rather than in committee, a practice he had observed in other municipalities. Ms. Lovelett reminded everyone that students would return to school the following day and that the 20 MPH speed limit in school zones would be in effect. Mr. Archibald announced that the city's first public parklet had been installed the prior week, on Commercial Avenue between 5th and 6th Streets. He emphasized that the parklet, purchased with Lodging Tax funds, was a public open space that belonged to the entire community and said it would be relocated from time to time within the business district. Ms. Pickett and Mr. Johnson reported from the Port/City Liaison meeting earlier in the day. Ms. Pickett said the Port was having a very good year for shipping coke and prilled sulfur and a good year at the marina where temporary rental of permanent berths had expanded the amount of transient moorage available. Mr. Johnson added that the Port/City Economic Development Strategic Planning Partnership was under way. Mayor Gere confirmed that the City and the Port would be working with EDASC in support of Anacortes marine trades. Mr. Johnson reported that the tree removal project at the airport began on August 29 and was proceeding very carefully. Proclamation of Kiwanis Children's Cancer Cure Month: Mayor Gere read a statement proclaiming September 2016 to be Kiwanis Children's Cancer Cure Month in the City of Anacortes and encouraged citizens to celebrate the many contributions made by the members of Kiwanis Clubs of the Pacific Northwest. Mayor Gere presented a signed copy of the proclamation to Kiwanis representative Paul Godfrey, who updated Council on the Kiwanis Children's Cancer Cure program which funds fellowships to train pediatric specialists in children's cancer research. Public Comment No one present wished to address Council on any topic not already on the agenda. Consent Agenda Mr. Walters removed Item 5b, Amendment 5 to Interlocal Cooperative Agreement C20140640 with Skagit County for Emergency Medical Services, from the Consent Agenda. Mr. Johnson removed Item 5a, Approval of Claims in the amount of$995,484.44, from the Consent Agenda. Mr. Johnson moved, seconded by Mr. Miller, to approve the following Consent Agenda items. The motion passed unanimously by voice vote. C. Accept as Complete: Emergency Sanitary Sewer Reconstruction Henslers Block 2 & 3 d. Resolution 1969: Authorizing Execution of Tourism Promotion Fund Contracts The following vouchers/checks were approved for payment: Voucher(check) numbers: 81791 through 81915, total $950,139.19 EFT numbers: 207060 through 207758, total $7,833.71 Anacortes City Council Minutes September 6, 2016 1 a. Approval of Claims in the amount of: $995,484.44 Mr. Johnson observed that the voucher list included approximately$2,500 in purchases from Amazon.com. He acknowledged that researching purchases from local vendors was more time consuming than ordering on line but said the Finance Committee was working on a purchasing policy. Mr. Adams inquired about the$11,454 purchase of a parklet. Planning Director Don Measamer reported the staff research of options that preceded the purchase and said the model chosen was the most cost effective, durable and portable. Councilmembers discussed with staff how future locations for the parklet might be determined. Mr. Adams inquired about the $60 fee for a cat taken to the Humane Society of Skagit County. Police Chief Bonnie Bowers explained that the cat had been abandoned at a derelict residence, was not in a condition to be adopted, and so was taken to the Humane Society for treatment. Ms. Lovelett moved, seconded by Mr. Johnson, to approve Consent Agenda Item 5a. The motion passed unanimously by voice vote. b. Amendment 5 to Interlocal Cooperative Agreement C20140640 with Skagit County for Emergency Medical Services Mr. Walters disclosed that as a fixed salary employee of Skagit County, one of the contracting parties, under RCW 42.23.040 he had a remote interest in the agreement and for the city to enter into the agreement his vote could not be counted. Mr. Johnson moved, seconded by Mr. Archibald, to approve Consent Agenda item 5b. The motion passed by voice vote with Mr. Walters abstaining. OTHER BUSINESS Contract Award: Storvik Park Spray Pad and Restroom Parks & Recreation Director Gary Robinson requested Council approval of a contract to construct the Storvik Park Spray Pad and Restroom Project. Mr. Robinson and Recreation Coordinator Nicole Johnston provided an update on the project. Their slide presentation was added to the packet materials for the evening. Mr. Robinson addressed the timeline for the project, the results of water recovery investigations, and projected operating costs. He advised that the north parking lot would be resurfaced as a separate project following completion of the spray pad and restroom construction. Ms. Johnston described the design elements of the project. She summarized the budget and funding sources for the$689,453 project including grants, private donations, impact fees, real estate excise tax, and Parks Capital Fund cash reserves. Mr. Robinson assured councilmembers that the new restroom would be installed first and would be open to the public as early as construction of the surrounding spray pad would permit. Mr. Walters encouraged use of social media to keep the public informed about progress on the project. Mr. Robinson concurred. Mr. Johnson moved, seconded by Ms. Pickett, to authorize a contract award in the amount of $391,013.04 to Roosendaal-Honcoop Construction, Inc. to construct the Storvik Park Spray Pad and Restroom Project. Vote: Ayes—Walters, Pickett, Adams, Lovelett, Archibald, Miller and Johnson. Motion carried. Executive Session (20 Minutes) per RCW 42.30.110 (i) At approximately 6:45 p.m. Mayor Gere announced that Council and the City Attorney would convene in Executive Session for no more than 20 minutes to discuss potential litigation and that following the executive session the meeting would adjourn with no action being taken.
