Mayor Laurie Gere called to order the regular Anacortes City Council meeting of March 6,2017 at
6:00 p.m. Councilmembers Eric Johnson,Ryan Walters,Erica Pickett,Brad Adams, Liz Lovelett and
John Archibald were present. Councilmember Matt Miller was absent. The assembly joined in the Pledge
of Allegiance.
Announcements and Committee Reports
Housing Affordability&Community Services Committee: Ms. Lovelett,Mr. Johnson and Ms. Pickett
reported from the committee's Poverty and Homelessness Panel meeting the previous Thursday. The
panel discussed funding challenges and the increasingly competitive nature of funding sources as state
funds are redirected to low barrier facilities. Mr. Johnson reported that Anacortes Family Center
Executive Director Dustin Johnson presented information about 2060 funds which would in future be
administered by the County Commissioners.
Public Works Committee: Mr.Walters reported from the committee meeting earlier in the evening. He
summarized the impromptu presentation from a wireless communications permitting consultant regarding
future siting of wireless communication towers. Mr. Walters said that information would inform the
committee's future consideration of wireless code updates.Mr. Johnson elaborated on proposed tower
locations and said staff was exploring locating such facilities on city-owned property. Mayor Gere
advised that legislation pending in Olympia could affect the power of municipalities to control siting of
wireless towers. Mr. Walters next reported on the bid schedule for the Blue Heron 3MG water reservoir
and fiber optic network projects. Mr. Walters said the remainder of the committee meeting was devoted to
a consideration of storm utility rates. He reported that staff proposed to proceed with Option 3 as
presented at the February 13,2017 City Council meeting in order to allow additional time for businesses
to prepare for rate changes. Mr. Walters said the committee would recommend adoption of rates by full
Council in the near future,to be effective January 1,2018.
Planning Committee: Mr. Walters reported that the committee would interview hearing examiner
candidates later in the week.
Ms. Lovelett announced that Police Chief Bonnie Bowers and Skagit County Sheriff Will Reichardt
would host an immigration law forum at the Anacortes Public Library on Wednesday,March 8,at 7:00
p.m.to discuss how local law enforcement would correlate with immigration policy.
Mr. Johnson noted the retirement celebration for Children's Librarian Doug Woods the prior Friday and
honored Mr. Woods for his years of service to the library's youngest patrons.

No one present wished to address Council on any topic not already on the agenda.
Consent Agenda
Mr. Adams moved, seconded by Mr. Johnson,to approve the following Consent Agenda items. The
motion passed unanimously by voice vote.
