HomeMy WebLinkAbout2017-04-10 City Council Minutes Approved City Council Minutes—April 10,2017 Mayor Pro Tern Ryan Walters called to order the regular Anacortes City Council meeting of April 10, 2017 at 6:00 p.m. Councilmembers Eric Johnson,Ryan Walters,Erica Pickett,Brad Adams,Liz Lovelett and John Archibald were present. Councilmember Matt Miller was absent. The assembly joined in the Pledge of Allegiance. Mr. Walters reported that Mayor Gere was ill and Mr.Miller was out of town on family business. Mr. Walters announced that the Executive Session on the agenda would be postponed until April 17. 2017 when Mayor Gere could be present. Announcements and Committee Reports Arbor Day Proclamation 2017: Mr.Walters read a statement declaring April 20,2017 to be the celebration of Arbor Day in Anacortes and urging citizens to plant trees to leave a legacy for present and future generations. Housing Affordability&Community Services Committee: Mr. Johnson reported from the committee meeting the prior Thursday at which committee members and guests discussed a potential community resource center. Mr. Johnson said a group of local agency representatives would meet the following Monday to explore operation and governance of such a center and that a further report would follow that meeting. Ms. Lovelett reported from the ribbon cutting of the new building at the Anacortes Family Center. She praised the very nice facility that will expand the Center's scope of services and reflected huge generous investment by the community. Planning Committee: Mr. Walters reported that the committee meeting scheduled for earlier in the evening had been cancelled. Public Comment Linda McNamar spoke regarding instituting a plastic bag ban in Anacortes and said she had delivered a packet of information for each councilmember. Ms. McNamar asked what further she could do to get the idea off the ground. She noted that after recent high winds plastic bags were stuck in fruit trees in her neighborhood much higher than she could reach to remove them. Ms. Lovelett asked Ms. McNamar to leave her contact number with the clerk. Wilhelmus Houppermans, 3412 K Avenue,reminded the public of the Tesoro EIS open house for its proposed export terminal for xylene and possibly other products. Mr. Houppermans said that project could have a big impact on Anacortes,both for its environment and its economy. He said he hoped councilmembers would attend the open house on April 17,2017 from 4:00 to 8:00 p.m. at Brodniak Hall at Anacortes High School. Consent Agenda Ms. Lovelett removed Item 5c from the Consent Agenda. Mr. Johnson moved, seconded by Ms. Pickett, to approve the following Consent Agenda items. The motion passed unanimously by voice vote. a. Minutes of April 3,2017 and April 5,2017 b. Approval of Claims in the amount of. $245,112.63 Anacortes City Council Minutes April 10, 2017 1 The following vouchers/checks were approved for payment: EFT numbers: 84447 through 84484,total$90,097.24 Check numbers: 84485 through 84512,total$144,495.21 Wire transfer numbers: 214122 through 215069,total $46,078.04 c. Contract Modification: On-Call SCADA&PLC Services at the WTP (15-010-WTR-001) Ms. Lovelett asked for more information about this significant contract modification. Public Works Director Fred Buckenmeyer said the modification was very similar to the modification approved for Wastewater Treatment Plant SCADA and PLC services the prior week. He reminded that Quality Controls Corporation was the city's sole source provider for controls for both plants. Mr. Buckenmeyer said the proposed contract extension would cover miscellaneous control work that might arise during 2017 and 2018 and said the not-to-exceed amount would not be spent unless QCC's services were required. Ms. Lovelett moved, seconded by Mr. Johnson,to approve the contract modification for on call services at the Water Treatment plant. The motion passed unanimously by voice vote. OTHER BUSINESS Resolution 1986: Emergency Declaration and Contract for 8th& O Avenue Sanitary Sewer Repair/Replacement Mr. Buckenmeyer reported the failure of aging clay sewer pipe at 8th Street and O Avenue which required immediate repair of 30 LF of pipe and one 48-inch manhole. He recommended authorizing an emergency contract for the work with Carman's Construction of Oak Harbor in an amount not to exceed$25,000. Mr. Johnson moved, seconded by Ms. Lovelett,to approve Resolution 1986 and award a contract to Carman's Construction for the referenced work. The motion passed unanimously by voice vote. Contract Award: Blue Heron Circle Reservoirs Construction Mr. Buckenmeyer described the project,previously discussed at numerous meetings over several years,to replace the 3 MG water reservoir at Blue Heron Circle with two 1.5 MG reservoirs. He reminded that the project would be funded through a State Drinking Water Revolving Fund Loan. Mr. Buckenmeyer reported that bids came in lower than the $5.5M engineer's estimate with the low bid from Stellar J Corporation.He said after checking the reputation and references of the prime contractor and its subcontractors, staff recommended awarding the contract to Stellar J in the amount of$4,213,489.00. Mr. Johnson moved, seconded by Ms.Pickett,to consent to award a contract to Stellar J Corporation in the amount of$4,213,489.00 for the subject project. The motion passed unanimously by voice vote.
