HomeMy WebLinkAbout2017-05-22 City Council Minutes Approved City Council Minutes—May 22,2017 Mayor Laurie Gere called to order the regular Anacortes City Council meeting of May 22,2017 at 6:00 p.m. Councilmembers Eric Johnson,Ryan Walters,Erica Pickett,Liz Lovelett,Bruce McDougall and Matt Miller were present. Councilmember Brad Adams was absent. The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports Mayor Gere observed the passing of former Anacortes mayor Dr. Eugene Alton"Bud" Strom and read a brief summary of Dr. Strom's extensive public service in Anacortes. She announced that flags would be flown at half-staff May 23-May 26 in honor of Dr. Strom. Mayor Gere encouraged the public to attend the commercial development regulations and design standards open house on Thursday,May 25, from 6:00 to 8:00 p.m. in the City Council chambers. Mr. McDougall moved to add to the agenda item 7e, Contract Award for the Purchase of Fiber Optics Communication Materials(Fiber). Mayor Gere withdrew agenda item 7b,Franchise Agreement: Wave. Parks&Recreation Committee: Ms. Pickett reported from the committee meeting the prior Thursday at which the members discussed aquatic vegetation management at Heart Lake. Ms. Lovelett added that extensive research had already been performed regarding the alternatives and said she had asked staff to bring back additional relevant information to upcoming Council discussions of this topic. Ms. Lovelett also reported that the Storvik Park spray pad would open in a few weeks,the Washington Park upper men's restroom improvements were in process,and the Depot Master Planning effort was discussed. Planning Committee: Mr. Walters reported from the committee meeting earlier in the evening at which the members discussed the upcoming Commercial Development Regulations and Design Standards open house including a consultant presentation at 6:45 p.m. He said staff also reported on telecommunications and an upcoming ordinance regarding telecommunications towers as well as the Critical Areas Ordinance update currently in process for year end. Public Comment No one present wished to address Council on any topic not already on the agenda. Consent Agenda Ms. Lovelett moved, seconded by Mr. Johnson,to approve the following Consent Agenda items. The motion passed unanimously by voice vote. a. Minutes of May 15,2017 b.Approval of Claims in the amount of. $197,492.78 c. Contract Modification: Furnish&Install Traveling Screens at Water Treatment Plant (16-042-WTR-001) d. Contract Modification: Storvik Park Spraypad and Restroom Project(14-014-IDS-002) e. Contract Modification: 2017 Asphalt Overlay Project(17-003-TRN-001) f. Interlocal Agreement for Outdoor Video Services The following vouchers/checks were approved for payment: EFT numbers: 84964 through 85023,total$352,055.71 Check numbers: 85024 through 85085,total$699,667.24 Wire transfer numbers: 215818 through 216555,total $20,255.08 Anacortes City Council Minutes May 22,2017 1 OTHER BUSINESS Library Update Library Director Sheri Miklaski and her staff presented an update on many new programs and developments at the library. Their slide presentation was added to the packet materials for the meeting. Ms. Miklaski shared highlights from the library's 2016 annual report and summarized its recently adopted strategic plan. Librarian Jeff Vogel described the many new digital offerings at the library to make media resources available to patrons including movies,music, audio books, ebooks, electronic magazines and more. Youth Services Librarian Leslie Wilson reported on the new Family Place Library program to get very young children involved at the library and promote lifelong learning. She described the early childhood learning space,parent child workshops to build relationships, and the summer reading program. Public Service Manager Diana Farnsworth reported on the competitive NASA @ My Library grant recently awarded to the library to support STEM programs, focusing on teens but engaging patrons of all ages with science and learning. Ms. Farnsworth announced that in 2017 the library's popular fall event would be Heroes&Villains: Comic Night at the Library. She responded to councilmember questions about the recently implemented program to provide free limited library cards to all students in the Anacortes School District. Mayor Gere invited members of the audience to comment on this agenda item. No one present wished to address the Council. Ordinance 3005: Wave Franchise Agreement This agenda item was postponed to a future meeting. Resolution 1987: Interlocal Cooperative Purchasing Agreement with US Communities City Attorney Darcy Swetnam introduced a resolution to authorize execution of a Master Intergovernmental Cooperative Purchasing Agreement with U.S. Communities. Ms. Swetnam's slide presentation was added to the packet materials for the meeting. She provided an overview of the legislative authority and rationale for cooperative purchasing agreements in Washington state to achieve better pricing for goods and services and reduce procurement overhead. Ms. Swetnam described U.S. Communities, said the organization was recommended by MRSC, and advised that participating in the agreement would provide competitive pricing for some vendors the city already uses for no additional fee. She stressed that the city had no obligation to enter into contracts with any of the U.S. Communities vendors but would have the opportunity to do so for the duration of the agreement. Ms. Swetnam addressed councilmember questions about revisions to the city's purchasing policy and the role of local vendors and suppliers. Ms. Swetnam advised that staff would provide additional information regarding potential impacts on local vendors of the purchasing opportunities offered under the agreement. Mr. Walters moved, seconded by Mr. Johnson,to adopt Resolution 1987 authorizing execution of a contract with U.S. Communities. Mayor Gere invited members of the audience to comment on this agenda item. No one present wished to address the Council. Vote: Ayes—Walters,Pickett,Lovelett,McDougall,Miller and Johnson. Motion carried. Ordinance 3004: Amending AMC 19.16 to Adopt a Public Participation Plan for Updates to the Comprehensive Plan's Six-Year Financing Plan for Capital Facilities Ms. Swetnam summarized the prior discussion of this item as presented at the May 15,2017 City Council meeting. Her slide presentation was included in the packet materials for the meeting. She addressed Anacortes City Council Minutes May 22,2017 2 councilmember questions about the process for ensuring that the capital facilities financing plan was consistent with the adopted biennial budget and met the requirements of the Growth Management Act. Mr. Johnson moved, seconded by Ms. Pickett,to adopt Ordinance 3004 adopting a public participation plan for updates to the Comprehensive Plan's six-year finance plan for capital facilities.Vote: Ayes— Pickett, Lovelett,McDougall,Miller, Johnson and Walters. Motion carried. Contract Award for the Purchase of Fiber Optics Communication Materials(Fiber) Public Works Director Fred Buckenmeyer recalled that at its May 8, 2017 regular meeting City Council authorized award of a contract to Power&Telephone for fiber optic and microfiber cable. He advised that although Power&Telephone's low bid for this material conformed to the specified 8-week delivery time the vendor subsequently indicated that the material delivery would be 20 to 24 weeks out,which would unacceptably delay the project. Mr. Buckenmeyer said that the second low bidder, Graybar,had been contacted and indicated it could deliver the necessary material within five weeks for$75,732.26,just $2,000 more than low bidder.Mr. Buckenmeyer recommended authorizing a contract with Graybar as soon as possible to secure the timely delivery of the fiber which was currently in very high demand in the marketplace. Mr. Walters moved, seconded by Mr. Johnson,to provide consent to award a contract in the amount of $75,732.26 to Graybar for the subject project. Vote: Ayes—Lovelett, McDougall,Miller,Johnson, Walters and Pickett. Motion carried.
