HomeMy WebLinkAbout2017-06-26 City Council Minutes Approved City Council Minutes—June 26,2017 Mayor Laurie Gere called to order the regular Anacortes City Council meeting of June 26,2017 at 6:00 p.m. Councilmembers Eric Johnson,Ryan Walters,Erica Pickett,Brad Adams, Liz Lovelett and Bruce McDougall were present. Councilmember Matt Miller was absent. The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports Planning Committee: Mr.Adams reported from the committee meeting earlier in the evening at which those present reviewed proposed hearing examiner procedures prepared by Hearing Examiner Ted Hunter. Mr. Adams advised that after review by the Planning Committee the procedures would come before full Council in the near future. Ms. Lovelett commented on the recent fatal shooting of Seattle resident Charleena Lyles and said she had asked Police Chief John Small to report at the next Public Safety Committee meeting on how Anacortes trains its police officers in de-escalation techniques and dealing with mental and behavioral health issues. Ms. Pickett reported from the recent Skagit Watershed Council meeting. She described the membership and leadership of the group which prioritizes funding for salmon restoration efforts with a goal of achieving 1.35 million additional salmon smolts in the Skagit River delta. Mayor Gere reminded the community that the Anacortes Parks Foundation was actively seeking and accepting donations for the Independence Day fireworks display. Public Comment No one present wished to address Council on any topic not already on the agenda. Consent Agenda Mr. Johnson moved, seconded by Ms. Pickett,to approve the following Consent Agenda items. The motion passed unanimously by voice vote. a. Contract Award: Purchase of Fiber Optics Communication Materials (MicroFiber) The following vouchers/checks were approved for payment: EFT numbers: 85421 through 85472,total$227,780.18 Check numbers: 85473 through 85511,total$86,316.18 Wire transfer numbers: 217206 through 217879,total$20,770.17 OTHER BUSINESS International Gateway Sign Update Parks and Recreation Director Gary Robinson introduced Jack Darnton representing the Anacortes Chamber of Commerce Beautification Committee to update Council on the project to beautify the western entry to the city at the top of Ferry Terminal Road. Mr. Darnton's slide presentation was added to the packet materials for the meeting. Mr. Darnton reported that the Chamber had been working with the City for almost ten years to enhance the property. He said the current phase was a welcome sign to brand and announce Anacortes to visitors. Anacortes City Council Minutes June 26,2017 1 Mr. Darnton recalled the history of the project, led by the Chamber in partnership with the City,the Anacortes Arts Festival and the Anacortes Sister Cities, including landscaping and installation of the flag pavilion complete in 2013. He then explained the current sign project for which a committee specified a tall, sailing themed,metal piece;put out a call for artists;partnered with the Arts Commission to select an artist through a rigorously juried process; and finally selected Sultan artist Kevin Petelle.Mr. Darnton shared slides of Mr. Petelle's public art installations in western Washington and recalled the presentation of Mr. Petelle's selection to Council at its November 25, 2013 meeting. He explained the design and sizing of the sign and the current budget of$45K. Mr. Darnton presented slides of some of the other public sculpture in town and the purchase prices for those pieces. He said$23K had already been raised for the gateway sign project including$1 OK from the Arts Festival, $1 OK from the City and the rest from Chamber. He reported that the committee was currently working with WSDOT on engineering required in order to obtain permission to install the sign in the WSDOT right of way,then the group would launch a fundraising campaign and work with the artist on a timeline for completion. Mr. Johnson inquired if WSDOT had any plans to construct a roundabout at that intersection. Mr. Darnton and Mayor Gere indicated that WSDOT had not indicated that in any prior conversations; Ms. Lovelett asked Mr. Darnton to ensure that was the case before proceeding. Mr. Walters asked if it might be possible to relocate the utility pole on the property. Ms. Pickett thanked the Chamber and the Arts Commission for their ongoing efforts to beautify the western entrance to town. Mr. Johnson complimented the design of the sign. Mr. Walters encouraged the committee to submit a Lodging Tax application for the sign project. Keystone Services,LLC Latecomer Agreement 2017-0001 Public Works Director Fred Buckenmeyer continued the discussion of this item begun at the June 5, 2017 regular City Council meeting. Mr. Buckenmeyer called the proposed agreement a perfectly standard latecomer agreement,then explained the concept behind latecomer agreements: to allow developers to recover the cost of improvements that benefit future landowners. He summarized the value calculations, then clarified that the previous latecomer agreement for the subject parcels had included water and drainage utilities but not sanitary sewer. Ms. Pickett confirmed with Mr. Buckenmeyer that the McKees would not pay the latecomer fee unless they hooked up to the sewer installed by Keystone Services. Mr. Johnson moved, seconded by Ms. Lovelett,to accept proposed latecomer agreement 2017-0001 and authorize the mayor to sign it.Vote: Ayes—Walters,Pickett,Adams,Lovelett,McDougall and Johnson. Motion carried. Contract Award: Preliminary Work to prepare for the Repair of the WWTP Outfall Assistant Public Works Director Matt Reynolds requested Council approval of a contract with Culbertson Marine Construction,Inc. to perform preliminary work to prepare for the repair of the wastewater treatment plant outfall. His slide presentation was added to the packet materials for the meeting. Mr. Reynolds summarized the project which had been discussed with Council at various times in the past and said the final construction contract was nearly ready to go to bid;he added that the Corps of Engineers permit had been received earlier in the day. Mr. Reynolds explained the work to be performed by the subject contract and the critical timing to get sheet piling materials ordered. Mr. Walters moved, seconded by Mr. Adams,to authorize the mayor to execute a contract with Culbertson Marine for$124,000 in a form substantially similar to the contract presented by Mr. Reynolds. Vote: Ayes—Pickett,Adams,Lovelett,McDougall,Johnson and Walters. Motion carried.
