Mayor Laurie Gere called to order the regular Anacortes City Council meeting of August 14,2017 at
6:00 p.m. Councilmembers Eric Johnson,Erica Pickett,Liz Lovelett,Bruce McDougall and Matt Miller
were present. Councilmembers Ryan Walters and Brad Adams were absent. The assembly joined in the
Pledge of Allegiance.
Announcements and Committee Reports
Mr. McDougall said that he would miss the August 21, 2017 City Council meeting due to business travel.
Ms. Lovelett commented on"what unfolded in Virginia this last week"and asked the community to come
together to condemn"these acts by violent white supremacists". She said racism continues to happen as
long as people don't call it out and that it is incumbent to talk about it and"be the change we want to see
in the world." She asked those present to observe a moment of silence"for what's transpiring in these
places that have much deeper systemic inequality"than Anacortes suffers.
Planning Committee: [The regularly scheduled committee meeting had been cancelled earlier in the day.]
Public Comment
Rosemary Stevens,2410 32nd Street, asked Council to address traffic safety on 32nd Street west of D
Avenue. Ms. Stevens said that the 32nd Street speed limit is 30 mph on both sides of D Avenue but that
west of D Avenue is a quiet residential neighborhood with children at play and no sidewalks. She reported
that cars often travel that segment at 30 mph,expecting the street to continue through to Skyline,then turn
around and exit at speed when they discover that it terminates. Ms. Stevens asked Council to lower the
speed limit on 32nd Street west of D Avenue and add signage at 32nd Street and B Avenue to advise that
the street does not go through and that children are at play. She also asked for intersection improvements
at 32nd Street and D Avenue to help those trying to get across D Avenue. Mr. Miller reported that those
topics were on the agenda for the Traffic Safety Committee meeting the following day and that he would
relay her concerns. Mayor Gere invited Ms. Stevens to attend the committee meeting.
Anthony Young,2020 27th Place, echoed Ms. Lovelett's earlier comments. Mr. Young praised Anacortes
but observed that at this time society can pivot left or right,towards or away from one another. He asked
Council and the community to remain hyper vigilant to be ever inclusive and always consider opposing
viewpoints. He challenged Council as leaders in the society to speak forward and challenge the norms that
would sometimes be so exclusive to others.
Consent Agenda
Mr. Johnson moved, seconded by Ms. Lovelett,to approve the following Consent Agenda items. The
motion carried unanimously by voice vote.

b. Approval of Claims in the amount of. $404,646.38
c. Resolution 1994: Declaring Sole Source Purchase of TranStar Pipeline Inspection Camera&Tractor
The following vouchers/checks were approved for payment:

There being no further business,at approximately 6:12 p.m. the Anacortes City Council meeting of
August 14,2017 was adjourned.
