Mayor Laurie Gere called to order the regular Anacortes City Council meeting of December 11,2017 at
6:00 p.m. Councilmembers Eric Johnson,Ryan Walters,Erica Pickett, Brad Adams, Bruce McDougall
and Matt Miller were present. Councilmember Liz Lovelett was absent. The assembly joined in the
Pledge of Allegiance.
Announcements and Committee Reports
Finance Committee: Mr. Walters reported from the committee meeting the prior Wednesday at which
those present reviewed the upcoming year end budget amendment,the new LGFRS reporting tool
available on the State Auditor website, and proposed changes to the investment policy.
Planning Committee: Mr.Adams reported from the committee meeting earlier in the evening at which
those present undertook initial review of the draft parking code and draft sign ordinance under
development for AMC Title 19. Mr. Adams advised that the code sections would be reviewed both at
Planning Commission and at City Council with opportunities for public input.
Mr. Johnson reported from the Washington State Governor's Committee on Disability Issues and
Employment(GCDE)Town Hall Meeting held at the Anacortes Senior Activity Center the prior
Wednesday evening. He said Anacortes was one of the two cities visited by the GCDE in 2017. Mr.
Johnson listed a number of Anacortes best practices that the committee noted and planned to share with
other jurisdictions. Mr. Johnson said he learned at the meeting that Skagit County does not currently have
an Accessible Communities Advisory Committee and that having such a group could open up state
funding sources for accessibility and low income services.
Port/City Liaison Committee: Mr. Johnson reported from the committee meeting the prior Tuesday at
which those present discussed Port planning activities for an event center to replace the Transit Shed,the
Maritime Strategic Plan draft due out soon,Anacortes Railway feasibility review, and status of the
Dakota Creek Industries waiver request still pending hearing by the U.S. Senate. Mayor Gere added that
she and other local industry and elected officials were actively pursuing every avenue to encourage action
on the waiver request before the Senate holiday recess. She encouraged community members to contact
their senate delegation. Mr. Johnson said the Liaison Committee also honored retiring Port Commissioner
Bill Short and retiring City Councilmember Erica Pickett for their many years of service.
Mr. Walters moved, seconded by Mr. Johnson,to excuse the absence of Ms. Lovelett who was ill. The
motion carried unanimously by voice vote.
Mr. Walters reminded that he would be holding a Ward 1 community meeting on Tuesday, December 12
at 6 p.m. in the Library meeting room.
Public Comment
No one present wished to address the Council on any topic not already on the agenda.
Consent Agenda
Mr. Johnson removed Items 5a, 5c and 5e from the Consent Agenda.
Ms. Pickett moved, seconded by Mr. Adams,to approve the following Consent Agenda items. The
motion carried unanimously by voice vote.

Mr. Johnson requested that the draft minutes be corrected to include his comment during his Public
Works Committee report that any surplus funding for the 32nd Street/D Avenue roundabout may go to the
32nd Street/M Avenue intersection.
c. Board and Commission Appointments and Reappointments
Mr. Johnson observed the many years of public service reflected by the extensive list of board and
commission appointments and reappointments. He thanked the community members involved for their
generous service. Mayor Gere read the list of appointments from her staff memo included in the packet
materials for the meeting and thanked the incredibly dedicated volunteers:
•Bob Ross reappointed to the Historic Preservation Board for a 3-year term that expires December
31,2020.
•Donald Yankacy reappointed to the Museum Advisory Board for a 4-year term that expires
December 31,2021.
•Aaron Rasmussen reappointed to the Forest Advisory Board for a 5-year term ending in November
of 2022.
•JoAnn York-Gilmore reappointed to the Parks and Recreation Advisory Commission for a 5-year
term ending October 31, 2022.
•Christine Cleland-McGrath reappointed to the Planning Commission for a 6-year term that expires
December 31,2023.
•Betsy Humphrey and Marius Hibbard reappointed to the Arts Commission for terms that will expire
December 2020.
•Jon Stables reappointed on the Civil Service Commission for a 3-year term that will end December
2020.
•Bill Kalin reappointed on the Civil Service Commission for a 3-year term that will end January
2021.
•Susan Rooks reappointed to the Anacortes Housing Authority board for a 5-year term that will end
December 2022.
The mayor also advised that the following week she and Planning Director Don Measamer would be
interviewing applicants for two open positions on the Planning Commission.
e. Contract Award: Sidewalk ADA Cutting 17-028-TRN-002
Mr. Johnson asked Public Works Director Fred Buckenmeyer to display for the public the map included
in the packet materials indicating the locations of sidewalk repairs planned under the subject contract. Mr.
Buckenmeyer projected a revised graphic depicting the locations of the 395 potential trip hazards that
would be corrected by the subject contract. He also displayed photos illustrating the sawcutting and
patching process that would be used to create flush ADA-compliant joints in these locations by January 5,

2018. Mr. Buckenmeyer advised that some other potential hazard locations would be addressed by
separate contracts using different correction methods in the year ahead. Mr. Walters asked why the map
included in the packet materials was not the correct map for the proposed contract and reiterated his
request that the scope of work be correctly and completely identified for each public works contract
presented to City Council for approval.
Mr. Johnson moved, seconded by Mr. Adams,to approve Consent Agenda Items 5a(as amended), 5c and
5e. The motion carried unanimously by voice vote.
OTHER BUSINESS
Ordinance 3019: Water System Plan
Assistant Public Works Director Matt Reynolds explained that as a water purveyor in Washington State,
Anacortes must have a Water System Plan(WSP) approved by the Department of Health(DOH). He said
the Anacortes plan was last approved in 2012 for the six-year period that was standard at that time,but
that changes in state law now allowed ten-year approvals. Staff consulted with DOH on options for the
follow on plan and determined that a four-year limited update to the plan was the most sensible course of
action;the next WSP would be due in 2022. Mr. Reynolds advised that the contents of the limited update
are specified by DOH and that the draft update complying with those requirements was included in the
packet materials for the meeting. He said that a public informational meeting on the update had been
advertised for the December 18,2018 regular City Council meeting and that staff would ask Council to
take action to adopt the plan update by ordinance at the conclusion of that meeting.
Mr. Reynolds responded to councilmember questions regarding the apparent significant drop in
Figure 1-3,Demand Summary Forecast, and agreed to include a copy of the Retail Service Area map
from the existing WSP in the update. Public Works Committee members Mr. Johnson and Mr. Walters
asked if potential changes in the water treatment plant's chlorine disinfection methodology were
addressed in the update. Mr. Reynolds advised that staff were still investigating options in conjunction
with state agencies. Mr. Adams confirmed that the details of the update would be addressed at the public
informational meeting on December 18, 2018.
Grant Agreement: D Avenue and 32nd Street Roundabout
Mr. Buckenmeyer requested City Council authorization to accept a grant from the Washington State
Transportation Improvement Board(TIB)in the amount of$448,064 for the construction of a roundabout
at the intersection of 32nd Street and D Avenue. Mr. Buckenmeyer estimated the total project cost at
$746,744 which would be funded by the TIB grant and$298,710 of City funds. He reminded Council that
the project had been budgeted exclusively with transportation impact fees and that the grant funding
would free up impact fees to be used for other roadway projects.Mr. Buckenmeyer recognized City
Engineer Eric Shjarback for pursuing and winning the TIB funding.He reported that the project design
was 90%complete,that staff had met with adjacent residents to identify and mitigate driveway and access
concerns, and that an open house was planned for early winter to continue the public outreach. Mr.
Buckenmeyer displayed the preliminary design for the roundabout,then shared a timeline for major
summer transportation projects in Anacortes including WSDOT projects on SR20. He explained that the
32nd Street/D Avenue project needed to complete by May 2018 due to Sharpes Corner detour plans and
that meeting that schedule might involve a complete closure of 32nd Street/D Avenue during spring break
week but that city detour options had not been finalized. Mr.Adams inquired about the ultimate source of
the TIB funding and whether recent increases in the state gasoline tax were helping to fund this local
improvement. Mayor Gere asked Mr. Buckenmeyer to report back with more details regarding the
provenance of the grant funds.

Mr. Walters moved, seconded by Mr. McDougall,to approve the grant agreement with State of
Washington Transportation Improvement Board(TIB)to receive grant funds of$448,064 for the
construction of a roundabout at the intersection of 32nd Street and D Avenue. Vote: Ayes—Walters,
Pickett,Adams,McDougall,Miller and Johnson. Motion carried.
There being no further business,at approximately 6:40 p.m. the Anacortes City Council meeting of
December 11,2017 was adjourned.
