All revisions, changes and/or alterations to the plans shall be submitted to the architect of record then to the Building Department for review and approval prior to such changes taking place at the site. Such revisions may require an additional plan review fee based on an hourly rate per UBC, Section 107.3, Section 106.4.1. 2. The automatic fire protection sprinkler system will be by separate permit and separate review. Said review will be conducted by an outside consultant. Please allow a lead-time of 4 to 5 weeks for review. 3. A fire department lock box shall be provided for the buildings. Please contact Dan Harju, Assistant Fire Chief at 293-1942 for specifics. 4. Provide listings for fire resistive windows, doors and smoke and draft control assemblies prior to installation for review and approval to include installation requirements. 5. All fire extinguishers and locations shall be approved by the fire department. Fire extinguisher cabinets shall be approved for use within a 1-hour fire resistive assembly where they penetrate such walls. Extinguisher cabinets shall be mounted 3 to 5 feet above finish floor. 6. The commercial hood and kitchen at the service building will be by separate review. A separate plan review fee will be assessed per Section 107.3. 7. The flag pole design and footings will be by separate review. Deferred submittal with plan review fee assessed. 8. Contact the building department prior to constructing the trash recycle enclosure. I have these comments to submit for inclusion in the general plan review process. I will provide my comment both in written form as well as on the set of plans I am returning to you. 1. The fire department apparatus access points as drawn in red on page C-3 meet the intent of the fire code. But, there are chain link fences that appear on other pages of the plan that surround the structures and will inhibit fire personnel access to all areas lh of the facility. Provisions for access need to be addressed. Ideally, there should be no impedance to ground level access for fire fighting and rescue activities. The applicant T;Jt47 1�1 should explore access measures, or submit alternative fencing proposals for approval. 2. UFC, section 902.3.1, 1994 Edition. 3. Submit data that substantiates whether the "Grass Crete" pavers will support apparatus weighing 35,000 pounds. UFC, section 902.2.2.2, 1994 Edition. 4. Submit details for the installation of the 'bollards at the south end of the circle drive to the residential buildings. 5. There is a second driveway entry to the main parking lot shown on page C-3. III . l Alliance Living Community Project Preliminary Site Plan Review Anacortes Fire Department By: Rick Auston, Assistant Chief August 1, 1997 To whom it may concern; The following preliminary site plan review notes are in fact preliminary. It is the intent of this review to address, with a broad stroke, issues as it relates to the proposed buildings and site layout. The issues are evaluated through the 1994 Uniform Fire Code and other related documents recognized by the Anacortes Fire Department. This is not a complete review and should not be considered as such. Further review will be conducted through the plan review process when the final plans are submitted to the Building Department. According to the preliminary site plans all of the buildings will be constructed as Type V-1 hour. The plans show that the service building has a basement and that none of the buildings will be more than 2 stories in height. Further the nursing home is identified as an 11-1 .1" Occupancy, the service building as a "B" Occupancy and the Assisted Living as an "R"-1 Occupancy. According to the Washington State Amendments 1994 Uniform Fire Code dated 6/30/95, this Assisted living occupancy is a Group L.C. Occupancy. FIRE HYDRANTS: It is the fire departments recommendation that this fire hydrants be developed in a looped type system. Fire hydrant requirements for this project is complicated due to the configuration/layout of the buildings as proposed. The Uniform Fire Code Section 902 states the following; "...when any portion of the facility or any portion of an exterior wall of the first story of the building is located more than 150 feet from fire a water supply on a public street, as measured by an approved route around the exterior of the building or facility, on-site fire hydrants and mains capable of supplying the required fire flow shall be provided. Additional fire hydrants will be required, but further review of the entire area will be necessary to support the Uniform Fire Code Requirements. i Fire Flow for this site is as follows: 1. Nursing Building (11,251 sq.ft.) the approximate fire flow is 2,000 gpm at 20 psi residual. 2. Service Building (7,834 sq.ft.) the approximate fire flow is 1500 gpm at 20 psi residual. 3. Residence Building (24,857 sq.ft.) the approximate fire flow for each of the two buildings is 2,700 gpm at 20psi residual. Note; The flow duration is two hours. This should not be and issue with the city water system. The required fire flows as stated can be reduced 50% when an approved automatic sprinkler system is installed in accordance with the Uniform Building Code and National Fire Protection Association (NFPA) #13. However, the minimum requirement for fire flow is 1500 gpm at 20 psi residual for 2 hours. The submitted preliminary plans state that all buildings will be protected with automatic fire extinguishing system, therefore, the 50% credit applies and the accepted minimum fire flow for this site is 1500 gpm at 20 psi residual for 2 hour duration. Prior to having the permit issued, a fire flow test shall be conducted and the test reports must be submitted to the fire department for evaluation. Once the project is ready for final another fire flow shall be conducted and the test results of the new system shall be submitted to the fire department for their records. The fire flow will also be used by the sprinkler designer to design the sprinkler systems for each of the buildings. Fire Department Connections (FDC) appear to be in a good location, but final approval will come through the plan review process. The FDC's shall be within 40 feet of an approved fire hydrant. Post Indicator Valves will be installed. Each sprinkler system shall have a Post Indicator Valve located near the fire hydrant near the FDC'S. The FDC's and PIV'S are to be painted red and the FDC's shall indicate which building they serve and labeled "Fire Department Connection". The sprinkler system shall be designed by a State of Washington licensed contractor and the installation for both the underground and aboveground. The contractor shall stamp all plans with his/her license. Fire Alarm System shall be installed in accordance with the Uniform Fire and Uniform Building Codes. It appears that the chapel is an assembly occupancy and special consideration for this area is required. i Commercial Hood Systems: A commercial hood system for the kitchen in the residence building and service building may be required. Additional information as to how it is to function will determine the need. Address: The address of the buildings will require review by the fire department. A directory may be required to facilitate quicker emergency response. Lock Box: To facilitate for an easier access to each building a lock box is recommended. The application for the lock box is located at the fire department. Magnetic hold open devices: Magnetic hold open devices shall be installed as per the Uniform Building Code and connected to the automatic fire alarm system. Radius: All radius must be at least 20 foot minimum. Access: Fire department access around the buildings appears to be the biggest challenge for this project. Uniform Fire Code Section 902.2.1 states; ... when any portion of the facility or any portion of an exterior wall of the first story of the building is located more that 150 feet from fire apparatus access as measured by an approved route around the exterior of the building or facility, a fire access road shall be provided. According to the preliminary site plan the access does.not meet the intent of this code. Ed, please pass this on to the owners and developers. We have discussed this with the Northwest wall and Ceiling Bureau and it is their opinion that two layers of 5/8"Type `X' GWB only increases the fire resistance of the 1-hour assembly. The 15u Edition of the Gypsum Association's Fire Resistance Design Manual also notes that"additional layers of type X or regular gypsum board shall be permitted to be added to any system"under their general explanatory notes (note No. 18, attachment Q. Floor type No.3 is the same assembly as No.2,with the 1-hour ceiling directly below the joists.
