Anacortes City Council Minutes - August 4, 2025
Call to Order
Mayor Matt Miller called to order the August 4, 2025, Anacortes City Council meeting at 6:00 p.m.
Councilmembers TJ Fantini, Ryan Walters, Anthony Young, Christine Cleland-McGrath, Carolyn Moulton, and
Amanda Hubik were present. Councilmember Bruce McDougall participated in the meeting remotely via Zoom.
Pledge of Allegiance
The assembly joined in the Pledge of Allegiance.
Announcements and Committee Reports
Mayor Miller thanked city staff and volunteers for a successful Anacortes Arts Festival over the past weekend
and announced that National Night Out will take place on August 5th at Storvik Park from 5-7pm. He then
reminded the public that tomorrow is primary election day for one race within the city limits for Port of
Anacortes Commissioner Position 1, that the draft Comprehensive Plan update is available on the city
website and the public can submit comments via email to CompPlan@anacorteswa.gov through August 28th
with the Planning Commission holding a public hearing on August 27th. He then announced that in light of last
week's major earthquake near Russia and the subsequent tsunami warnings, that residents can subscribe to
CodeRED emergency warnings and alerts through the Skagit County Department of Emergency Management.
Mayor Miller concluded by announcing that the public works committee meeting scheduled for earlier in the
evening was cancelled.
Mr. Walters announced that there would be a Skagit County Housing Forum held on September 9th from 6-8pm
at the Mount Vernon Public Library Commons. Individuals interested in attending can register at

Public Comment
Mayor Miller invited the public to comment on any item not on the agenda.
Courtney Orrock of Anacortes spoke about the event center's projected cost and potential funding through
lodging tax revenues and the feasibility of the proposed repayment, recommending that the council review the
project carefully and determine if there are any available grants before executing the proposed interlocal
agreements with the Port of Anacortes.
Mayor Miller announced that the Port Commission and City Council would hold a special joint meeting to
discuss the proposed interlocal agreements on August 18th.
Consent Agenda
Ms. Cleland-McGrath moved, seconded by Mr. Young, to remove Item 5.b., Approval of claims in the amount
of $1,460,446.77, from the Consent Agenda. The motion carried unanimously by voice vote.
Ms. Moulton moved, seconded by Ms. Hubik, to approve the following Consent Agenda items. The motion
carried unanimously by voice vote.
a. Minutes of July 28, 2025
c. Ordinance 5003: 2nd Quarter Budget Amendment
The council discussed the procurement process for the police boat and trailer (Invoice Document No. 372368 of
agenda attachment 20250804 Item5b-ApprovalOfClaims).
Discussion topics included:

• Council and the public are not involved in the discussion of adding a new capability and potential
expansion of service
• Procurement is not expensive by itself, but additional costs could come with new boat.
• Additional costs include at a minimum maintenance and insurance.
Ms. Hubik moved, seconded by Mr. Walters to approve item 5.b., Approval of claims in the amount of
$1,460,446.77. The motion carried unanimously by voice vote.
The following vouchers/checks were approved for payment:
EFT numbers: 113187 through 113220, total $1,317,736.74
Check numbers: 113221 through 113240, total $120,240.53
Wire transfer numbers: 373379 through 373558, total $22,469.50
Adjournment
There being no further business, at approximately 6:17 p.m. the Anacortes City Council meeting of August 4,
2025 was adjourned.
