ANACORTES BURGER KING TRAFFIC MITIGATION FEE
Dear Jim It was certainly a pleasure meeting with you today, to disuuss our proposed Burger King
in Anacortes. Additionally I would like to thank you for your continued cooperation, and
considerations.
As we had discussed,our or any typical Fast Food restaurant has been a freestanding building.
The building that we are currently looking at locating in Anacortes, is one of co-branded
non-traditional buildings. While I believe that your department has come upon a fhir and equitable
formula for fees, I believe this building prototype will have less impact on traffic,than a
freestanding building would have. For example our typical building type is 3,720 square feet with
a dedicated use factor. The building in Anacortes,has 1,740 square feet, with a multiple use
factor. While I understand that your formula calls for square footage calculations,the key is the
multi use function of the property. To further that, would be our average stiles. Systemically we
average 1.3MM per unit in the U.S., Seattle ADI(includes Anacortes) average is 1.12MM, our
co-branded facilities of which we have 230 average sales Of 800K,and Anacortes, due to site and
building layout is pro-forma`at 775K. You can clearly see the different sales patterns for our
different uses. Naturally the lower the sales the lower the traffic impact.
I would appreciate any consideration that you may make available,based upon the above
information. It certainly is not our intent to change your procedures, nor to not pay our fair share,
we would only hope that you would be flexible in the charge based upon the above information. I

Re: ortes Burger King Traffic Mitigation Fee
Date: October 1, 1996
Per our discussion of Tuesday, October 1, Mr. Dan Gettemy of Burger King Corporation
provided data indicating that co-branded stores do less business than stand-alone stores
and would, therefore, generate less peak hour traffic. The data provided indicates that trip
generations for that type of facility are about 70% of a stand-alone business. Based on
that data and our discussion, the traffic impact fee for the Anacortes Burger King will be
calculated using a figure of 26.09.
For your information, I have also begun a search for a trip generation manual that might
be adopted in place of Schedule C in the Transportation Plan. It would certainly be more
thorough and allow us more flexibility on how those traffic impact fees are calculated.
