BOARD OF ADJUSTMENT
MINUTES - OCTOBER 2, 1986
REGULAR MEETING
Meeting called to order by Chairman Richard Threet at 7,30 PM.
Members present: Richard Threet, Dean Maxwell, Ralph Gregory.
Staff Present: Biff Frank.
Minutes of September 4, 1986, meeting were approved as read. Motion by Mr.
Gregory, second by Mr. Maxwell, approved with all ayes.
J&E Construction Variance-Lots 13&14 on 24th Street.
Mr. Threet reviewed this request for an approximate additional 4% increase
in land coverage, from the allowed 50% to 54%. The request noted that the
proposed 4 plex unit plans specified 3' doorways instead of the standard
216' ' doorways, in order to accommodate the anticipated elderly and handi-
capped tenants.
Discussion revealed that the plans for this project had been drawn up
before the request for the variance.
Mr. ED Dredden, 1716 Cleveland St., appeared before the Board for the J&E
Construction Co.
Mr. Dredden explained that if the doorways were reduced to 216", and the
room dimensions were scaled back accordingly, an occupant in a wheel chair
would have cinsiderable difficulty getting around.
Mr. Gale O'Neill, who sold the lots to J&E Construction, stated that he had
conferred with city officials before the sale and was assured that the
proposed plans would be within the established ordinances. He felt there
had been miscommunication.
There was no objection by abutting property owners or City staff,
Mr. Maxwell noted that mistakes by architects do not constitute a basis
for granting a variance.
After discussion Mr. Maxwell moved, Mr. Gregory seconded a motion to grant
the variance as requested. The motion passed with all ayes. The Board
reasoned that there was a need for housing to accommodate the elderly and
handicapped.
Meeting adjourned at 7:50 PM.
