(7601 Highway 20) Anacortes, WA 98221 RE: Sewer Extensions Gentlemen: Thank you for your August 3, 2001 proposal. As to your GFC and estimated monthly cost for sewer service, I have forwarded your informal request to Ms. Michelle Deaton in the City Building Department, together with July 7 and.10, 2000 letters from Public Works. Ms. Deaton will be contacting you about your completing a Building Permit Application (sewer hookup); issuance of this permit locks in the rates but does not in and of itself commit you to sewer hookup. As to your proposed trade of a 20-foot sewer line easement for$12,750 the City's title research reveals that we already have the necessary easement adjacent to your property (Namvar Lane). We also note that the 20-foot easement for sewer and drainage along your north/south property line is 10 feet wide on your property and 10 feet wide on the City property. As to the absorption field, the City is interested in your release-for-sewer hookup proposal. However, we need to know if any other party has a right to, or is using, Lot C. This is a follow to our conversation of March 6, 2001. As mentioned you suggested we come with a proposal so that we may hookup to the City of Anacortes Sewage System. We are very interested in acquiring this hookup. Our preference is to require no pre- treatment; this is based upon your monthly average of 6263 cubic feet of water used. Our understanding is a rate of$4.10 per 100 cubic feet and an approximate bill of$256.78 per month. Furthermore, we are willing to pay our share of the construction costs totaling $51000 including sales tax. We feel the cost share should be split as follows; the motel should pay one half of this cost as they will benefit with two lots and also have the majority of the installation on their property. The remaining $25500 should be shared equally between the City and us. This being the case we would then trade a 20-foot easement over and across our property for the construction of the proposed line. Our remaining cost is then the facilities charge of$43000, which we would like to form a LID with other property owners in the vicinity. This as I believe you mentioned could be amortized over a 10-year period at a low interest rate. 5Fv'�-2 NIP, It appears from our title there is an existing 20' right of way forI'drainage andzeasernent on the west side of our property bordering city property. We would be willing to trade the City our Lot "C" Absorption Area for an additional sewage hookup on the southern portion of our property. Exact footage is not determined at this time but approximate location is noted on attached map. This lot would than be subdivided off our existing property. Other considerations include uninterrupted access to our property during construction, no business down time and an agreement as to length of time this project will take to be completed. I am sure there are questions we will both have. Let me know how to proceed from our end and hopefully, we can work this all out. Certainly from the City's perspective it would be easier to charge the restaurant at a SIC-3 rate as is the practice for other restaurants within the system. Where this would have the most impact of course would be in the area of the general facilities charge. Based on the testing that John had done at the restaurant,I've calculated a general facilities charge to be approximately$30,000. Without the effects of pre-treatment, using the standards established by ordinance for discharge parameters for SIC-3, I calculate the general facilities charge at just over$43,000. From John's perspective, it would be far simpler to treat the Country Corner consistent with current practice. If pre-treatment stays at the Country Corner,it will require periodic sampling to make certain the pre-treatment is working and that the appropriate rates are charged. If the Country Corner elects to maintain pre-treatment,they should be advised that they will be billed for the costs of periodic sampling. If you need any other information,let me know. Be advised of the following. SIC-2 rate is $2.10 per 100 cubic feet. SIC-3 is$4.10 per 100 cubic feet.
