HomeMy WebLinkAbout2025-05-12 City Council Minutes ApprovedAnacortes City Council Minutes - May 12, 2025 1 Anacortes City Council Minutes - May 12, 2025 Call to Order Mayor Matt Miller called to order the May 12, 2025, Anacortes City Council meeting at 6:00 p.m. Councilmembers TJ Fantini, Ryan Walters, Anthony Young, Christine Cleland-McGrath, Carolyn Moulton, Bruce McDougall and Amanda Hubik were present. Pledge of Allegiance The assembly joined in the Pledge of Allegiance. Announcements and Committee Reports Mayor Miller announced that the Guemes Ferry is expected to return to service midday on May 23rd. He then reminded the public that there is a free daily passenger service between Cap Sante Marina and San Juan county destinations through June 30th, with more information available on the San Juan County website, the Skagit Transit Long Range Transit Plan is open to public comment through May 14th, and that grand marshal and float / marching group applications are still open for the Independence Day parade. Housing Affordability and Community Services Committee Ms. Moulton reported from the Housing Affordability and Community Services Committee meeting held May 7th. The topics discussed included an update on the 2024 Community Development Block Grant projects with the reallocation of excess funds, possibly to fund cold weather shelter(s), still to be discussed at the upcoming budget retreat, a review of North Star Housing Task Force activities that each jurisdiction is taking to increase housing availability, the upcoming North Star symposium on June 6th at the Swinomish Casino that will include an elected officials only meeting to enhance the clarity of the North Star mission. Mr. Walters added that all Councilmembers are encouraged to attend at least part of the North Star symposium, especially the hour-long session at 8:30 am. Planning Committee Ms. Moulton reported from the Planning Committee meeting held earlier in the evening. The topics discussed included the Critical Areas and Comprehensive Plan updates, with the former being reviewed by a consultant for adherence to the best available science and the latter being reviewed by the Planning Commission, which will consider the draft version in late June or early July. She also mentioned that there have been over fifty public comments received thus far regarding the Comprehensive Plan and that there would be further opportunities to comment as the process continues, and that the Council would be presented with an overview of the draft update prior to commencing its review. Port / City Liaison Committee Mr. Walters reported from the Port / City Liaison Committee meeting held May 6th. The topics discussed included the event center, particularly the intergovernmental property use agreement that will help resolve some of the outstanding issues regarding the property swap with the Port several months ago, including the project area road alignment, and the final revisions of the interlocal agreements for construction and operation of the facility that are expected to be considered at a joint meeting of the City Council and Port Commission on May 27th. Mr. Fantini mentioned that he and Port Commissioner Pittis asked that a summary of the work that had been done on the project be sent to the Council and Port Commission in addition to the draft agreements prior to the joint meeting. Public Safety Committee Ms. Cleland-McGrath reported from the Public Safety Committee meeting held May 6th. Fire topics discussed included a recruiting update for two Emergency Medical Technician vacancies, the purchase of two medical units for delivery in late 2025 or early 2026, the future purchase of power loads and stairlifts for medical calls, the possibility of establishing a regional training center, and a recap of Ms. Cleland-McGrath and Port Anacortes City Council Minutes - May 12, 2025 2 Executive Director Brett Greenwood attending Fire Ops training in Boise, Idaho on May 8-9th. Public Comment Mayor Miller invited the public to comment on any item not on the agenda. No one present wished to address the Council on any topic not already on the agenda. Consent Agenda Ms. Moulton moved, seconded by Ms. Hubik, to approve the following Consent Agenda items. The motion carried unanimously by voice vote. a. Minutes of May 5, 2025 b. Approval of claims in the amount of $1,322,047.18 The following vouchers/checks were approved for payment: EFT numbers: 112434 through 112488, total $979,142.00 Check numbers: 112489 through 112510, total $321,095.55 Wire transfer numbers: 368740 through 369141, total $21,809.63 c. Special Event: Oyster Run Festival d. Contract Modification: Pedestrian Roadway Crossing Improvement Project – Design #25-087-TRN-001 Other Business Contract Award: Commercial Ave Corridor Plan Phase 1 - 11th St to 13th St #19-095-TRN-005 Public Works Director Andrew Rheaume introduced proposed contract #19-095-TRN-005 with Colacurcio Brothers, Inc. for the Commercial Avenue Corridor Phase 1 - 11th Street - 13th Street. He detailed the expected project cost, affected area, and summarized the included improvements, funding sources, and permitting process. Discussion topics included: • Good price compared to other bids. • Expected project duration is 60 calendar days. • Curb ramps for each intersection. • The segments of the road that are being improved. Anthony Young moved, seconded by TJ Fantini, to authorize the mayor to execute contract #19-095-TRN-005 with Colacurcio Brothers, Inc. Vote: Ayes - Carolyn Moulton, Anthony Young, Ryan Walters, Christine Cleland-McGrath, Bruce McDougall, Amanda Hubik, TJ Fantini. Nays - None. Abstentions - None. Result: Passed Contract Award: Farmers Market Lease Agreement #25-077-PRK-001 Parks and Recreation Director Jonn Lunsford introduced the proposed lease agreement #25-077-PRK-001 with the Anacortes Farmers Market, reviewing the previous agreement and changes that are reflected in the proposed agreement, referring to a slide presentation that was added to the packet materials for the meeting. Discussion topics included: • Finding a way to further connect the Farmers Market to downtown. • Annual revenues that Farmers Market produces. o Contained in the grant presentation to the County that Mr. Lunsford will share with the Council. Ryan Walters moved, seconded by Bruce McDougall, to authorize the mayor to execute lease agreement #25- 077-PRK-001 with the Anacortes Farmers Market. Vote: Ayes - Carolyn Moulton, Anthony Young, Ryan Walters, Christine Cleland-McGrath, Bruce McDougall, Anacortes City Council Minutes - May 12, 2025 3 Amanda Hubik, TJ Fantini. Nays - None.
