The on-site portion of the survey was conducted on the 3rd and 8th of July 2024. Suspect building materials that were identified and sampled by Philip Kronholm, a building inspector meeting the training and certification requirements of 40 CFR 763. A total of nineteen samples were collected, transported to, and analyzed by Eurofins Carolina Environmental, Inc., a NVLAP Accredited laboratory, Lab Code 101768-0. No asbestos was detected. General References Inspection, sampling, and assessment procedures were performed in general accordance with applicable portions of the guidelines published by the EPA, most notably in 40 CFR Part 763 Subpart E, Asbestos Containing Materials in Schools, October 30, 1987 (7-1-00 Edition), and was conducted by Philip E. Kronholm, a building inspector who meets the training and certification requirements of the Asbestos Model Accreditation Plan (Appendix C to Subpart E of 40 CFR 763), commonly referred to as a AHERA Building Inspector. Visual Inspection An initial facility "preliminary walkthrough" was conducted to determine homogeneous areas and the presence of suspect materials that were accessible, exposed or otherwise evident. Materials that were similar in general appearance were grouped into homogeneous sampling areas. Homogeneous Material Classifications Materials that were visually similar in color, texture, and general appearance and that appeared to have been installed at the same time were divided into homogeneous sampling groups. Such materials are termed to be “homogeneous areas” by the EPA. During this walkthrough, the approximate locations of these homogeneous materials were noted. Additionally, each homogeneous sampling group was determined to be either (1) a surfacing material, (2) a thermal system insulation, or (3) other. Regardless of the number of samples collected if one sample in the homogenous area/group contains asbestos then all of the material represented is considered an asbestos containing building material by the EPA. Damage Assessment This survey is not intended to be used as an “AHERA Asbestos Survey” reference 40 CFR 763, in which a damage assessment (40 CFR 763.88) is performed so that a Management Planner can establish priorities for response actions required by 40 CFR 763.90. Rather for the purposes of this survey all material is presumed to have the potential for significant damage due to the proposed demolition activities. All regulated asbestos containing materials must be removed prior to demolition activities. Friability The inspector used a hand pressure test to determine friability, if a material could be crumbled or reduced to powder by hand pressure, when dry, it was determined to be friable. 2 Note The designation of a material as a surfacing material or thermal system insulation, and the determination of friability in this survey are intended solely for determining the sample number, and location requirements of 40 CFR 763.86, and are not intended for OSHA or other regulatory compliance. Sampling Procedures 40 CFR 763.86 requirements were used to determine the number of required samples for each homogeneous sampling group. Sampling locations were chosen to be representative of the homogeneous materials. Samples of friable surfacing material were collected in a statistically random manner. In general, the EPA random sampling protocol outlined in the EPA publication, "Asbestos in Buildings: Simplified Sampling Scheme for Friable Surfacing Materials" (EPA 560/5-85-030a, October, 1985) was followed, with one notable exception, a computer was used for random number selection. Sample locations for non-surfacing materials were located in a manner that would best represent the sampling group, while minimizing potential fiber releases. Destructive sampling was limited to accessible materials. No samples were taken that would cause damage to the structural integrity of the building or endanger the inspector. Note EPA requires layered analysis of samples, some samples may represent more than one sampling group. Additionally, some suspect material groups may require more than one sample to be taken and analyzed to represent the group. In regulatory Interpretive Guidance the EPA has determined that in most cases (i.e. public and commercial buildings, and housing projects with more than 4 units) more than one sample of a suspect material will be required to prove that the material does not contain asbestos. A list of the suspect material groups with their representative bulk samples can be found in the results section. Analysis Samples were transported to the following laboratory for analysis: Eurofins Carolina Environmental, Inc. 730 SE Maynard Rd. Cary, NC 27511 Phone: (866) 481-1412 NVLAP accreditation: 101768-0 The samples were analyzed using the procedure outlined in 40 CFR 763, Appendix E to Subpart E (formerly Appendix A to Subpart F) Section 1, Polarized Light Microscopy. Changes in the state of the art or in applicable regulations cannot be anticipated and have not been addressed in this report. The field and laboratory results reported herein are considered sufficient in detail and scope to determine the presence, of accessible or exposed suspect asbestos containing building materials in the facility at the time of inspection. Test results are valid only for the materials tested. There is a distinct possibility that conditions may exist that could not be identified within the scope of survey or that were not apparent during the site visit. This inspection covered only those areas that were exposed or physically accessible to the inspector. The inspection is limited to the information available from the client at the time it was conducted. No other warranties are implied or expressed. Note If a suspect building material, not listed in the above table, is discovered it should be considered a presumed asbestos containing material (PACM) until proven otherwise. For example, during building demolition a mudded fitting on a water pipe is discovered, the fitting would be considered PACM and treated as friable thermal system insulation, until an AHERA building inspector sampled the material and proved that no asbestos was present. ASBESTOS REGULATION SUMMARY A material is considered by the EPA and the State of Washington to be asbestos containing if at least one sample collected from the homogeneous area shows asbestos present in an amount greater than one percent (> 1%) asbestos. Asbestos containing building materials (ACBM) are regulated by federal, state, and local agencies, which including but not limited to the following: Federal Agencies • Occupational Safety and Health Administration (OSHA), under 29 CFR 1910.1001, 29 CFR 1915.1101, and 29 CFR 1926.1101. • Environmental Protection Agency (EPA) under 40 CFR 763, and 40 CFR 61.
